Request that the City Council consider approving the minutes of the regular called meeting of the City Council of the City of Tyler, Texas, held on March 25, 2026.  

E-1 Request that the City Council consider canvassing the returns of the Tyler City Council Election held May 2, 2026, for the Mayor at Large and the Tyler City Councilmembers for Single Member Districts 2, 4 and 6 and adopting an Ordinance declaring the results and calling a runoff election.

E-2 Request that the City Council consider adoption of a Resolution ordering a runoff Election for June 13, 2026, to fill the office of City of Tyler Mayor at Large.

E-3 Request that a Certificate of Election and the Oath of Office be administered to the newly elected Tyler City Councilmembers for Districts 4 and 6, and the re-elected Tyler City Councilmember for District 2.

E-4 Request that the City Council consider electing a Mayor Pro Tem.

A-1 Request that the City Council consider recognizing the following Infants at Work participant for her program participation. She represents 4 months of service with the City of Tyler. Aryana Garcia, Infants at Work - Neighborhood Services, 4 months

R-1 Request that the City Council consider adopting a Resolution authorizing submission of an application by Tyler Water Utilities to the Texas Water Development Board (TWDB) Water Supply Infrastructure Grant (WSIG) Program with the intention to utilize funds if awarded for the Upper Pressure Plane Elevated Storage Tank (EST) and Transmission Main project.

M-1 Request that the City Council consider authorizing the City Manager to execute a construction contract in the amount of $4,551,200.00 with Dixie Overland Construction, for the Westside Wastewater Treatment Plant Phase 1A Secondary Clarifier Rehabilitation Project, and adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

M-2 Request that the City Council consider waiving permit fees associated with the indefinite right-of-way use agreement and authorizing the City Manager to sign an indefinite right-of-way use agreement with Tyler Hotel Partners, L.P. for the purpose of installing improvements behind the back of the curb and in the City of Tyler right-of-way.

C-A-1 Request that the City Council consider authorizing the City Manager to purchase one (1) camera van from IDS Equipment Plano, Texas for $467,455.00.

C-A-2 Request that the City Council consider authorizing the City Manager to sign an Easement and Right-of-Way Agreement with Oncor Electric Delivery Company LLC, granting an easement and right-of-way for underground electric supply and communications lines. This easement involves a tract of land totaling 5.8592 acres, owned by the City of Tyler/Tyler Pounds Regional Airport.

C-A-3 Request that the City Council consider reviewing and accepting the City of Tyler's workers' compensation, property and casualty claim, and lawsuit report for 2023-2024, 2024-2025, and 2025-2026 through March 31, 2026, and ratify all claim payments and settlements within the City's retention during that time frame totaling $1,184,650. This includes 12 claim payments of $25,000 or more and 16 litigated claims.

C-A-4 Request that the City Council consider authorizing the City Manager to execute a contract with Reynolds and Kay, LTD., for the construction of the 2026 Seal Coat Project in the amount of $946,750.99.

C-A-5 Request that the City Council consider authorizing the City Manager to execute the third 2026 contract extension with USIC Locating Services, LLC for locating and marking water, sewer, and stormwater underground facilities in a new contract amount not to exceed $500,000, Buyboard Contract Number 632-20.

C-A-6 Request that the City Council consider authorizing the City Manager to execute an Engineering Contract Amendment #2 with Langan Engineering and Environmental Services, Inc., for additional design and construction administration services for the Consent Decree Group 7 Remedial Measures Implementation in an amount not to exceed $291,250.

C-A-7 Request that the City Council consider authorizing the City Manager to execute a contract with J Michael Design and Construction LLC in the amount of $1,722,102.50 for the 2025 Type D Sanitary Sewer Creek Crossing Repairs, Bid 26-012 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

C-A-8 Request that the City Council consider authorizing the City Manager to sign an indefinite right-of-way use agreement with Genecov Holdings, LLC for the purpose of installing and maintaining landscaping and other improvements in the City of Tyler right-of-way of Centennial Parkway, Parkside Drive, S Broadway Avenue at Centennial Parkway, and W Cumberland Road at Parkside Drive.
