Request that the City Council consider approving the minutes of the regularly called meeting of the City Council of the City of Tyler, Texas, held on May 27, 2026.

O-1 Request that the City Council consider adoption of an Ordinance amending Tyler City Code Chapter 18 by updating and clarifying regulations related to unlawful accumulations of weeds, grass, other vegetation and debris by adding certain exceptions for public rights-of-way next to agricultural operations as required by State law, adding a definition of agricultural operation, and making other clean-up changes.

O-2 Request that the City Council consider adoption of an Ordinance approving the appointment of a chairman and members of the City of Tyler Tax Increment Reinvestment Zone No. 3 Board of Directors (TIRZ No. 3) and Tyler Redevelopment Authority.

O-3 Request that the City Council consider adoption of an Ordinance approving the appointment of a chairman and members of the City of Tyler Tax Increment Reinvestment Zone No. 4 Board of Directors (TIRZ No. 4).

O-4 ​​Request that the City Council hold a final Public Hearing on the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) grants Fiscal-Year 2026-2027 Annual Action Plan, and then review and approve the plans and their related budgets.​ 

M-1 Request that the City Council consider accepting the annual review of City of Tyler property tax abatements regarding Hiland Dairy Foods, Hood Flexible Packaging, and Trane Technologies.

M-2 Request that the City Council consider authorizing the City Manager to execute a contract with J&L Construction, LLC in the amount of $8,763,841.39 for the Consent Decree Capacity Work Group 3 Basin 14 Improvements, Bid 26-025 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

M-3 Request that the City Council consider authorizing the City Manager to execute a contract with WM Miller Construction Company, Inc. in the amount of $1,764,082.86 for the Consent Decree Capacity Work Group 3 Basin 17 Implementation, Bid 26-021 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

M-4 Request that the City Council consider authorizing the City Manager to execute a contract with C&A Construction, LLC in the amount of $6,028,149 for the Consent Decree Group 8 Remedial Measures Pipeline by Open Cut Construction, Bid No. 26-017 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

M-5 Request that the City Council consider authorizing the City Manager to execute a contract with King Solutions, LLC in the amount of $1,992,066 for the Consent Decree Group 8 Remedial Measures Pipeline by Specialty Construction, Bid No. 26-016 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

B-1 Request that the City Council consider appointing a Chair to the Half-Cent Sales Tax Board.

C-A-1 Request that the City Council consider authorizing the City Manager to ratify the expenditures of $195,595.00 for the emergency replacement of three variable frequency drive cells that controls high service pump No. 3.

C-A-2 Request that the City Council consider authorizing the City Manager to declare certain designated vehicles as surplus and ready to be auctioned. 

C-A-3 Request that the City Council consider authorizing the City Manager to increase the flat towing rate per vehicle with a light or medium-duty wrecker from one hundred and seventy-five dollars to two hundred dollars for the remainder of the wrecker contract.

C-A-4 Request that the City Council consider authorizing the City Manager to approve Tips Contract 250902 from Action Cleaning to upgrade the Oakwood Complex wash bay for $195,900.00.

C-A-5 Request that the City Council consider authorizing the City Manager to approve the purchase of Cisco Meraki network switching equipment, licenses, stacking components, and supporting hardware for the Police Department — Main Location and Cumberland, utilizing a quote from Flair Data Systems under Texas DIR contract DIR CPO 5397.

C-A-6 Request that the City Council consider authorizing the City Manager to execute an Easement and Right-of-Way agreement with Oncor to install electrical lines on City-owned property at Lake Tyler.
