Request that the City Council consider approving the minutes of the regularly called meeting of the City Council of the City of Tyler, Texas, held on June 24, 2026.

P-1 Request that the City Council: 1) Consider receiving a presentation of the Fiscal Year 2026-2027 Proposed Budget; 2) Consider voting to place proposals to adopt an ad valorem tax rate and adopt the final fiscal year 2026-2027 budget as action items for the September 9, 2026 City Council meeting, and; 3) Consider voting to schedule public hearings on the proposed property tax rate and the proposed budget on the agendas for the August 26, 2026 and September 9, 2026 City Council Meetings.

M-1 Request that the City Council consider authorizing the City Manager to award Bid No. 26-031 for the Stewart Park development to Schumacher Construction LLC, to furnish all necessary materials, equipment, superintendence, and labor in an amount not to exceed $295,000.00.

M-2 Request that the City Council consider authorizing the City Manager to execute a professional services contract with BRW Architects in the amount of $740,470.00 for the design of Fire Station No. 2 Replacement.

C-A-1 Request that the City Council consider authorizing the application for and the acceptance of a Texas Department of Transportation (TxDOT) Grant for Urban State Funds to use for Tyler Transit in the amount of $412,190 and to take all necessary actions related thereto.

C-A-2 Request that the City Council consider adopting a Resolution to authorize the City Manager to exercise and to delegate signature authority for application for all Federal Transit Administration (FTA) and Texas Department of Transportation (TxDOT) grants for Tyler Transit, along with the acceptance, administration and use thereof and the acceptance of all Transportation Development Credits (TDC), any grant amendments and additional TDCs to increase the grant funding levels and reduce the local match requirements, and to take all necessary actions related thereto.

C-A-3 Request that the City Council consider adoption of a Resolution ordering a Special Election to be held on November 3 2026, to fill the office of Tyler City Council Member for Single Member District No. 1 on the Tyler City Council and calling for a joint election with Smith County.

C-A-4 Request that the City Council consider authorizing the City Manager to execute an Interlocal Election Contract with Smith County to perform certain joint election services for the City Council Special Election to be held on November 3, 2026.

C-A-5 Request that the City Council consider authorizing the City Manager to execute a Reconciliation Change order in the amount of $39,172.00 and approving the release of retainage in the amount of $92,693.60 to Watson Commercial Construction, LTD. for the Police Department Training Center Renovation project.

C-A-6 Request that the City Council consider authorizing the City Manager to extend the Request for Proposal for Disaster Debris Monitoring and Management Services to Thompson Consulting Services LLC.

C-A-7 Request that the City Council consider authorizing the City Manager to extend the Request for Proposal for Disaster Debris Removal Reduction, Disposal, and other Emergency Debris-Related Services to Crowder Gulf Disaster Recovery & Debris Management as the primary vendor and Ceres Environmental Services as a secondary vendor.

C-A-8 Request the City Council consider approval of the Revised Service Area Agreement between the City of Tyler and the Lindale Rural Water Supply Corporation (LRWSC) for PUC Docket No. 59752.

C-A-9 Request that the City Council consider authorizing the City Manager to approve a Reconciliation Change Order that will decrease the contract by $17,207.062 and release the final payment and retainage in the amount of $16,047.63 to Striping Technology, LP for the Old Jacksonville Highway and Capital Drive Traffic Signal.

C-A-10 Request that the City Council consider authorizing the City Manager to approve a Reconciliation Change Order and approve the release of retainage in the amount of $4,955.00 to A-10 Construction and Land Improvement, LLC, for the construction of the 2026 Median Infill Project.

C-A-11 Request that the City Council consider authorizing the City Manager to execute a contract with A.E. Shull and Company in the amount of $632,410.00 for the Group 4 Private Lateral Program, Bid Number 26-030 and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

C-A-12 Request that the City Council consider authorizing the City Manager to award a contract to Advanced Roofing Company in the amount of $234,850.00 to replace the roof at the Rose Hill Cemetery Mausoleum.
