C-A-1 Request that the City Council consider authorizing the City Manager to ratify an expenditure in the amount of $434,790 for the emergency replacement of the variable frequency drive (VFD) on High Service Pump No. 4 at the Lake Palestine Water Plant.

C-A-2 Request that the City Council consider approving a request from Republic Services to increase the Greenwood Farms Landfill posted gate rate from $38 per ton to $57 per ton and amend the landfill contract to increase the Access Fee from $15 to $25 per landfill ticket.

C-A-3 Request that the City Council consider authorizing the City Manager to purchase (2) two Vactor Impact units for the Water Distribution Center from Kinloch Equipment through Sourcewell Contract 101221-VTR for a total purchase cost of $830,956.00.

C-A-4 Request the City Council consider authorizing the City Manager to approve the purchase of one backhoe from Doggett of Tyler, through Sourcewell Contract 011723-JDC for a total purchase price of $134,154.82.

C-A-5 Request that the City Council consider authorizing the City Manager to approve a Reconciliation Change Order and approve the release of retainage in the amount of $66,001.92 to Crown Civil Construction Corp., for the construction of the 2025 Brick Streets Repair Project.

C-A-6 Request that the City Council consider authorizing the City Manager to execute a contract with Gee Asphalt Systems, Inc. for the construction of the 2026 Surface Treatment Project in the amount of $278,750.00.

C-A-7 Request that the City Council consider authorizing the City Manager to execute a contract amendment to the Water Model Maintenance contract with Halff Associates in an amount not to exceed $60,000.00 for additional Water Model development and services.

C-A-8 Request that the City Council consider authorizing the City Manager to execute Work Order #7, Amendment #1 on Contract #103772 to KSA Engineers, Inc., to add design and bidding phases for Grant 59 Runway 13-31 Rehabilitation Project, increasing the total cost by $124,520.00 from $149,300.00 to $273,820.00 at Tyler Pounds Regional Airport.

C-A-9 Request that the City Council consider authorizing the City Manager to execute a new airport food concessions lease with Sky’s The Limit Diner at Tyler Pounds Regional Airport.

C-A-10 Request that the City Council consider authorizing the City Manager to execute a new Hangar Lease for the Historic Aviation Memorial Museum (HAMM), as amended to represent insurance recommendations, at Tyler Pounds Regional Airport.

C-A-11 Request that the City Council consider authorizing the City Manager to execute an Engineering Contract with the Pipeline Analysis, LLC for Amendment No. 1, Renewal No. 3, with a projected cost of $1,709,500.96 for support of Consent Decree requirements and the Wastewater Collection System's Capacity, Management, Operations, and Maintenance (CMOM) Program and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

C-A-12 Request that the City Council consider authorizing the City Manager to execute an engineering services contract with Pipeline Analysis, LLC in the amount of $517,166.00 for the Wastewater Collection System Flow Monitoring and Hydraulic Model Update and to adopt a Resolution reserving the right to reimburse expenditures with proceeds of future debt.

C-A-13 Request that the City Council consider authorizing the City Manager to purchase two (2) Bobcat compact track loaders for waste treatment for a total purchase cost of $154,520.00.

C-A-14 Request that the City Council consider authorizing the City Manager to ratify acceptance of the FAA Grant 60 for Elevator Rehabilitation in the amount of $131,743.00 at Tyler Pounds Regional Airport.

C-A-15 Request that the City Council consider authorizing the City Manager to award Tyler Bid No. 26-027 to Otis Elevator Company, for the elevator Rehabilitation Project at Tyler Pounds Regional Airport in the amount not to exceed $131,743.00.

C-A-16 Request that the City Council consider authorizing the City Manager to approve the Reconciliation Change Order in the amount of $0.00 and approve the release of retainage in the amount of $14,034.36 to Salvation Site Services for the completion of the Channel Repair Project – Blackfork Creek, Tributary D-2.

C-A-17 Request that the City Council consider adopting an Ordinance approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid-Tex Division, regarding the Company's 2025 rate review mechanism ("RRM") filing.
