C-A-2 Request that the City Council consider authorizing the City Manager to approve extensions of annual price agreements for Liquid Oxygen (25-057), Chlorine (25-061), and Powdered Activated Carbon (25-0062) and award various sealed bids for annual price agreements for various water treatment chemicals opened August 25, 2026, for Hydrated Quicklime (26-058), Fluorosilicic Acid (26-059), Anhydrous Ammonia (26-060), Liquid Aluminum Sulfate (26-062), Filter Aid Polymer (26-066), and 25% and 50% Sodium Hydroxide (26-069) for Fiscal Year October 1, 2026, through September 30, 2027.

C-A-3 Request that the City Council consider authorizing the City Manager to renew Mansfield Service Partners as the primary vendor for bid 26-003 Annual Price for Bulk Fluids and Oils, Offen Petroleum as secondary vendor, and Petro Choice as third awarded vendor.

C-A-4 Request that the City Council consider authorizing the City Manager to apply for and accept funding under the Comprehensive Traffic Enforcement Grant Program administered by the Texas Department of Transportation.

C-A-5 Request that the City Council consider authorizing the City Manager to award an annual price agreement to Core & Main LP for the purchase of Neptune water meters, register units, and accessories during Fiscal Year 2026-2027 as needed.

C-A-6 Request that the City Council consider authorizing the City Manager to approve the agreements with various cooperative groups, whereby the City of Tyler can take full advantage of purchasing any and all items available through the cooperatives and to award the purchase of office supplies, furniture and copy paper, by utilizing multiple contracts, to Ables-Land Inc. through FirstChoice Coop, ODP Business Solutions through OMNIA, Staples through Sourcewell and purchase products from Amazon through the OMNIA coop for the fiscal year, October 1, 2026, thru September 30, 2027.

C-A-7 Request that the City Council consider authorizing the City Manager to award the various annual price agreements to the vendors listed for DI Fittings, DI Pipe, Water Meter Boxes / Lids, and Water and Sewer New Install and Repair Products for the fiscal year beginning October 1, 2026.

C-A-8 Request that the City Council consider authorizing the City Manager to award the purchase of Conbraco/Apollo Double Check Detector Assemblies to MacArthur Gauge, Incorporated during the Fiscal Year 2026-2027.

C-A-9 Request that the City Council consider authorizing the City Manager to declare Tyler Water Utilities and Traffic Sign Shop scrap brass, copper, water meters, ductile iron, cast iron and miscellaneous metals as surplus and extend Bid Number 24-032, to Tyler Iron & Metal Co. Inc. of Tyler, Texas for the fiscal year beginning October 1, 2026.

C-A-10 Request that the City Council consider authorizing the City Manager to purchase three commercial frontload trucks from East Texas Mack through TIPS Contract #230802 for a total purchase price of $483,861.

C-A-11 Request that the City Council consider authorizing the City Manager to enter into a contract with McGriff for Property and Casualty Insurance in the amount of $1,487,274, Hibbs Hallmark and Company for Cyber in the amount of $44,640, Innovative Risk Management for Prop & Casualty Third Party Claim Administration in the amount of $45,665 and Bosworth and Associates for the purchase of Special Events Liability Insurance with a deposit premium of $2,000 for Fiscal Year 2026-2027 as the first of two (2) one year renewal options authorized September 24, 2025.

C-A-12 Request that the City Council consider authorizing the City Manager to execute a contract with Crown Civil Construction Corp. for the construction of the 2026 Brick Streets Repair Project in the amount of $869,510.00.

C-A-13 Request that the City Council consider adopting an updated Resolution approving the continued participation in the Texas State Department of Information Resources (DIR) Program and General Services Commission Local Government Purchasing Program. Also, request that the City Council consider authorizing the City Manager to renew several annual leases and to utilize various vendors as the sole source for parts and service for technology equipment, including computers, software, and telephones for FY 2026-2027.

C-A-14 Request that the City Council consider authorizing the City Manager to enter into a contract with Hibbs Hallmark and Company for Excess Workers Compensation Insurance in the amount of $151,561 and Claims Administrative Services for Third Party Claim Administration in the amount of $54,500 for Fiscal Year 2026-2027 as the first of two (2) one year renewal options authorized September 24, 2025.

C-A-15 Request that the City Council consider authorizing the City Manager to enter into a contract with Cleanmaster Janitorial Services for the provision of janitorial services at multiple Police Department facilities, at an annual cost of $99,600.00.

C-A-16 Request that the City Council consider authorizing the City Manager to execute Change Order #2 for the 2026 Seal Coat Project in the amount of $26,432.67.

C-A-17 Request that the City Council consider ratifying acceptance of a FY 2026 Texas Department of Transportation (TxDOT) Routine Airport Maintenance Program (RAMP) Grant totaling $100,000.00 for general maintenance programs at Tyler Pounds Regional Airport.

C-A-18 Request that the City Council consider authorizing the City Manager to ratify submission of an application and acceptance of the FAA Grant 59 Runway 13-31 Rehabilitation Project for engineering services, in the amount of $412,767.00 at Tyler Pounds Regional Airport.

C-A-19 Request that the City Council consider authorizing the City Manager to ratify submission of an application and acceptance for Federal Aviation Administration (FAA) Contract Tower Competitive Grant totaling $765,501.00 to fund a portion of the cost for designing a new Air Traffic Control Tower at Tyler Pounds Regional Airport.

C-A-20 Request that the City Council consider approving a re-plat of Lot 20-D in the Eastside No. 5 Subdivision, located on Lake Tyler.

C-A-21 Request that the City Council consider authorizing the City Manager to approve Change Order #1 with C&A Construction, LLC that will increase the contract amount by $423,781.20 for the Consent Decree Group 6 Sanitary Sewer Traditional Package, Bid 24-019.

C-A-22 Request that the City Council consider authorizing the City Manager, on behalf of the Tyler Police Department, to sign an Interlocal Agreement with Smith County so the Sheriff’s Department can make application for and accept Edward Byrne Memorial Justice Assistance Grant (JAG) funding for FY 2026. Program grant funding will be utilized to purchase investigation equipment, crime scene cameras, police bicycles, and a computer for the Tyler Police Department.
