Z-1 Z26-028 DRAKE EQUITY PARTNERS LP (2519, 2571 WEST GRANDE BOULEVARD AND 5979, 6137 OLD JACKSONVILLE HIGHWAY) Request that the City Council consider adoption of an Ordinance approving a zone change from C-1, Light Commercial District to C-2, General Commercial District.

Z-4 Z26-025 NORMA MORALES GUTIERREZ & JOEL ISRAEL ESTRADA RAMIREZ (2220 NORTH ROSS AVENUE) Request that the City Council consider adoption of an Ordinance approving a zone change from R-1B, Single-Family Residential District, to R-1D, Single-Family Residential District.

Z-5 Z26-027 FERGUSON CENTER LLC (400, 404, 410 EAST FERGUSON STREET AND 211 NORTH CENTER AVENUE)  Request that the City Council, on appeal, adopt an Ordinance approving a zone change from M‑1, Light Industrial District, to DBAC, Downtown Business, Arts and Culture District.

M-1 Request that the City Council consider authorizing the City Manager to ratify an expenditure in the amount of $222,496.90 to Zone Industries, for the emergency repairs to the rapid mix treatment process zone at the Lake Palestine Water Plant. The project was funded through the Water Utilities Fund.

M-2 Request that the City Council consider authorizing the City Manager to ratify a sole source expenditure in the amount of $124,132 to Storer Services, for the replacement of one chiller system for the ozone system at the Lake Palestine Water Treatment Plant. The project was funded through the Water Utilities Fund.

M-3 Request that the City Council consider authorizing the City Manager to enter into an updated Statement of Work (SOW) Agreement with AXON Enterprise, Inc. for the purchase of new interview room recording systems and community engagement services, along with future replacements and upgrades to existing in-car video systems, body worn cameras, Tasers, and continued hardware and software support for public safety personnel, in an amount not to exceed $3,744,735.71. This contract is a 72-month contract through Fiscal Year 2032.

C-A-1 Request that the City Council consider authorizing the City Manager to execute an amended professional services contract that will increase the current contract amount by $100,000 with Freese and Nichols, Inc. to update the Unified Development Code as part of the Comprehensive Master Plan project.

C-A-2 Request that the City Council consider adoption of a Resolution ratifying submission of an application for, and acceptance of, Texas General Land Office (GLO) Grant No. 23-160-226-F824 totaling $200,000.00 to reimburse funds expended for the Comprehensive Master Plan and Unified Development Code Update Project.

C-A-3 Request that the City Council consider authorizing the City Manager to ratify a sole source expenditure in the amount of $114,809 to Xylem Water Solutions, for various electrical parts for the repair of the No. 2 ozone generator at the Lake Palestine Water Plant. The project was funded through the Water Utilities Fund. 

C-A-4 Request that the City Council consider authorizing the City Manager to enter into a Memorandum of Understanding (MOU) between the City of Tyler and the Chapel Hill Independent School District (CHISD) to establish emergency service protocols that will facilitate effective and mutually beneficial responses.

C-A-5 Request that the City Council consider authorizing the City Manager to approve a reconciliation change order that will increase the current contract price by $1,653.88 for the Private Water Service Relocation Bid Number 25-039 and release retainage. 

C-A-6 Request that the City Council consider authorizing the City Manager, or the City Manager’s Designee, as the designated representative of the City of Tyler, to purchase the property along with associated closing costs at 3411 Pointe North Drive, totaling approximately 2.4 acres, for an amount not to exceed $380,000.00 for the future relocation of Fire Station #6.

C-A-7 Request that the City Council consider authorizing the City Manager to execute additional services related to construction phase services and easement acquisition for the Downing Street and Kidd Drive Drainage Improvements Project in the amount of $75,398.21.

C-A-8 Request that the City Council consider the appointment of a City representative to serve on the Smith County 9-1- I - Emergency Communications District Board of Managers for an unexpired term ending on December 31, 2027, due to the resignation of a municipality board member.
