SO FROM THAT POINT SOUTH DOWN TO COUNTY ROAD 2123, WHICH IS JUST NORTH OF TOLL 49. SO THAT'S KIND OF THE GENERAL LIMITS OF THIS PROJECT.ABOUT HALF OF THAT PROJECT IS LOCATED WITHIN THE CITY LIMITS. THE REMAINING HALF OF THAT PROJECT IS OUTSIDE OF THE CITY LIMITS. SO THAT KIND OF GIVES YOU A GENERAL LOCATION OF THIS PROJECT. AS FAR AS WHY THIS PROJECT? SO THERE'S BEEN A HISTORY OF FATAL AND SEVERE CRASHES ON THIS CORRIDOR, WHICH IS RAISED IT TO THE LEVEL FOR TEXDOT TO TAKE A LOOK AT IMPROVING IT. YOU'VE GOT A MIX OF RESIDENTIAL, SPECIFICALLY MULTIFAMILY. YOU GOT RETAIL. AS FAR AS SHOPPING ON THAT CORRIDOR. SO THE KIND OF BACK UP YOU CAN SEE HERE ON THE SCREEN AGAIN ON THE RIGHT, YOU GOT THE LIMITS OF THAT PROJECT. THE RED IS THE PORTION THAT'S WITHIN THE CITY LIMITS. THE GREEN IS THE PORTION THAT'S OUTSIDE ON THE LEFT. YOU SEE THAT EXISTING RAISED MEDIAN THAT'S JUST SOUTH OF LUKE 323. AND THEN AS YOU GET FURTHER SOUTH, WHERE THAT TRANSITIONS TO A TWO WAY LEFT TURN LANE. SO AGAIN, THAT KIND OF GIVES YOU SOME CONTEXT OF THIS PROJECT. THIS GIVES YOU SOME DATA AS FAR AS KIND OF HIGH LEVEL. THAT BOTTOM TABLE SHOWS SOME OF THE CRASHES BETWEEN 2015 AND 2024 THAT HAVE HAPPENED ON VARIOUS CORRIDORS. BUT KIND OF WHAT YOU LOOK AT IS THE NUMBER OF FATAL AND THE PERCENTAGE OF SEVERE AND FATAL CRASHES THAT HAVE OCCURRED, WHICH ARE SOMETHING THAT IS A VERY SPECIFIC PRIORITY FOR TXDOT AND FOR THE CITY. AND YOU CAN ALSO SEE THE NUMBER OF LANES. SO AGAIN, YOU GOT A MIX OF HIGHER CROSSING DISTANCES, HIGHER SPEEDS, HIGHER VOLUMES ON THIS CORRIDOR. AND SO THIS PROJECT, WHAT WOULD IT DO. IT WOULD INCLUDE SOME RAISED MEDIANS. SO CONTINUING THAT CROSS SECTION SIMILAR TO WHAT YOU HAVE ON SOUTH BROADWAY TODAY, SOME ILLUMINATION, SIDEWALK IMPROVEMENTS, ADDITIONAL PEDESTRIAN CROSSINGS ALONG THIS CORRIDOR TO GET PEOPLE ACROSS ON THERE. SO. YOU MAY HAVE AN ADDITIONAL PEDESTRIAN CROSSING THAT SIGNALIZED BECAUSE YOU DO GET, YOU KNOW, DEMOGRAPHICS OF PEOPLE GOING BACK AND FORTH BETWEEN THOSE USES ACROSS SIX LANES OF TRAFFIC THAT ARE PRETTY HIGH SPEED. THE FUNDING IS COMING FROM TEX DOT, BUT THEY DON'T WANT TO JUMP OUT THERE AND DO SOMETHING WITHOUT THE CITY INVOLVEMENT AND CITY SUPPORT FOR THIS PROJECT. CAMERON, ARE YOU ALL GOING TO MEET WITH TRAIN SINCE PORTION OF THIS IS GOING TO GO RIGHT IN FRONT OF THEM, I IMAGINE THEY'RE GOING TO HAVE SOME INPUT AS FAR AS THEIR INGRESS AND EGRESS. ABSOLUTELY. SO THAT'S A BIG PART OF THE CITY BEING INVOLVED WITH THIS PROJECT AND WORKING WITH THOSE LAND USES ALONG THE CORRIDORS AND TALKING TO THOSE SPECIFIC, BECAUSE IT DEFINITELY IMPACTS ACCESS. BUT THE GOAL IS TO IMPROVE SAFETY.

WE GO AFTER THESE GRANTS A TRANSPORTATION ALTERNATIVE SET ASIDE GRANTS USED TO BE CALLED TOSA TO JUST SHORTEN IT TO GRANTS. SO THIS WOULD BE FOR A FOR A TRAIL FROM BASICALLY LINKING TYLER JUNIOR COLLEGE, UT TYLER MEDICAL SCHOOL AND UT CENTER HOSPITAL. CHRIS FRANCIS MAIN HOSPITAL AND DOWNTOWN TYLER, INCLUDING THE SMITH COUNTY COURTHOUSE. THERE'S A TRAIL YOU'VE SEEN. IT'S A LITTLE HARDER TO SEE ON THIS SCREEN. I KNOW YOU ALL HAVE A LITTLE BIT EASIER IN THE PACKET, BUT WE'RE ACTUALLY EVEN GOING ALL THE WAY DOWN JUST A LITTLE PAST FIFTH STREET ON HIGHLAND. SO WE HAVE TWO AND A HALF MILES OF TEN FOOT WIDE SHARED USE PATH. SOME OF IT'S ALONG BECKHAM, SOME OF IT'S INTERNAL TO THE HOSPITALS. AND BUT WE JUST NEED SOMETHING IN HERE. IT'S BEEN LONG DESIRED AND EVEN ESPECIALLY BY CHRISTMAS TO LINK ALL THESE TWO TOGETHER. SO WE IN JANUARY THERE WAS A CALL FOR PROJECTS FOR THIS YEAR. IT'S A TWO YEAR CYCLE. WE'RE GONNA CALL FOR PROJECTS IN JANUARY. WE HAVE A WE'VE SUBMITTED A PRELIMINARY APPLICATION IN FEBRUARY. WE MET WITH THE TEXDOT ON THIS AND THEY SAID, WE REALLY LIKE YOUR APPLICATION. WE REALLY LIKE THE WAY YOU'VE ALREADY GOT STAKEHOLDERS INVOLVED AND PEOPLE GOING. AND THEY WERE REALLY COMPLIMENTARY ABOUT IT. THE DETAILED APPLICATION IS DUE LATER THIS MONTH ON JUNE 20TH.WE DID HAVE SOME STAKEHOLDER MEETINGS THAT THAT WERE IN CONJUNCTION WITH THE COMPREHENSIVE PLAN UPDATE. WE JUST PUT THOSE TWO TOGETHER AND GOT PRETTY GOOD INPUT FROM THEM.
THE COST OF THIS PROJECT OVERALL IS ABOUT $4.8 MILLION. NORMALLY IT'S ABOUT AN 8,020% SPLIT, WITH 80% BEING TEX DOT FUNDS AND 20% BEING CITY FUNDING. BUT WE ACTUALLY QUALIFY FOR TRANSPORTATION DEVELOPMENT CREDITS. SO TO WILL PAY FOR EVERYTHING. PAUSE FOR EFFECT.
SORRY. WE DO HAVE TWO SOME REQUIRED DOCUMENTATION. WE HAVE A LETTER FROM TEX DOT SAYING IT'S A LETTER OF CONSENT FROM THEM, BASICALLY SAYING HEY, WE LIKE THE PROJECT AND THIS RESOLUTION RIGHT HERE THAT WE'RE REQUESTING THAT YOU PASS IN SUPPORT OF THIS PROJECT. SO WHEN DO YOU FIND OUT WHETHER YOU GET THE GRANT OR NOT? IT'LL BE LATER THIS MONTH. EXCUSE ME? LATER THIS YEAR. LATER THIS YEAR, IT'LL BE ABOUT OCTOBER. SO WE'RE ANTICIPATING THAT. SO IF THEY CAN FUND THE WHOLE THING, THEY WILL. IF THEY CANNOT, WE WILL BREAK IT UP AND PHASE IT KIND OF LIKE WE DID ON THE PROJECT FOR THE LEGACY TRAIL PROJECTS. IT'S THE SAME FUNDING SOURCE WE DID WE USED FOR THOSE. SO DO THEY DO NUMEROUS GRANTS FROM ALL THE PEOPLE THAT HAVE APPLIED OR JUST 1 OR 2 OR THIS YEAR THEY CHANGED IT UP A LITTLE BIT. GUIDANCE WAS GIVEN TO STAFF TO MOVE FORWARD DURING FISCAL YEAR 25 AND 26. WE ANTICIPATE ON SPENDING APPROXIMATELY $45 MILLION, WITH THE EXCESS BEING PAID FROM PREVIOUS BOND FUNDS. THOSE PROJECTS INCLUDE CAPACITY, WHICH IS AN ESTIMATED $14.5 MILLION, PRIVATE LATERAL, WHICH IS AN ESTIMATED $1 MILLION, GROUP THREE IS $3.1 MILLION, GROUP FOUR IS $1.6 MILLION, GROUP FIVE AT $3.7 MILLION, GROUP SIX AT $8.3 MILLION, GROUP SEVEN AT 783,000. CREEK CROSSING REPAIRS COME IN AT AN ESTIMATE OF $1 MILLION AND LIFT STATIONS AT $11.5 MILLION. SO ALL THIS ADDS UP TO 45,000,008 25 TO 94. THE WINNING BIDDER WAS MESIROW FINANCIAL. THEY ALSO WON YEAR 2023 BOND ISSUE. THEY'RE HEADQUARTERED IN CHICAGO WITH AN OFFICE IN HOUSTON. SO THEY'VE BEEN SUPPORTING THE CITY'S DEBT ISSUES. DEFINITELY THE LAST TWO ISSUES. WHEN WE'RE HERE IN MAY, WE PRESENTED A RATE WE THOUGHT IT WOULD BE CLOSER TO 4.9%. SO WE'RE VERY PLEASED THAT IT CAME IN LOWER THAN WE HAD ANTICIPATED. THESE BONDS ARE CALLABLE AND ROUGHLY JUST UNDER TEN YEARS. SO THERE'S A CALL FEATURE OPTIONAL REDEMPTION OF SEPTEMBER 1ST, 2034 THAT ALLOWS YOU TO EITHER REFUND OR PREPAY JUST UNDER TEN YEARS. PART OF THIS PROCESS, THE CITY WENT THROUGH THE RATING PROCESS AGAIN WITH STANDARD AND POOR'S. WE APPRECIATE THE MAYOR AND STAFF THAT PARTICIPATED IN THAT MEETING. THE RATING WAS AFFIRMED AT DOUBLE A, WHICH IS A REALLY GOOD RATING FOR THE CITY.
