WELCOME TO THE CITY COUNCIL MEETING FOR JUNE THE 25TH, 2025. WE'RE GOING TO BEGIN WITH THE INVOCATION FROM COUNCILMAN NICHOLS, FOLLOWED BY THE PLEDGE. IF YOU'LL PLEASE STAND, PLEASE.

LET US PRAY. DEAR HEAVENLY FATHER, WE'RE JUST SO THANKFUL TODAY FOR YOUR PROVISION. ALL THINGS THAT YOU BRING TO US, LORD. THE RAIN, THE WEATHER, EVERYTHING YOU BRING TO OUR GREAT CITY. LORD, THANKFUL FOR OUR CITY EMPLOYEES, EVERYTHING THEY DO FOR US AND HOW THEY SERVE US DAILY. LORD, WE'RE SO THANKFUL THEY'RE HERE. OUR FIRST RESPONDERS, EVERYTHING THEY DO AND OF COURSE OUR CITY LEADERSHIP AS THEY LEAD AND POINT US IN THE RIGHT DIRECTION AND FIGHT THE FIGHT EVERY DAY. OKAY. OKAY. WE'RE PUTTING YOU ON THE SPOT. NO. THAT'S FINE. IS IT LONG? NO. OKAY. OKAY. GOOD MORNING. MAYOR AND COUNCIL COME TO YOU THIS MORNING TO PRESENT THE 2024 TREE CITY USA DESIGNATION, AS WELL AS THE 2024 GROWTH AWARD FROM THE ARBOR DAY FOUNDATION. HAVE A BRIEF SLIDESHOW TO HIGHLIGHT THESE DESIGNATIONS AND HOW WE EARN THEM. I'M HONORED TO SHARE THAT TYLER HAS ONCE AGAIN BEEN NAMED A TREE CITY, USA COMMUNITY FOR THE 16TH YEAR IN A ROW. THIS DESIGNATION, GIVEN BY THE ARBOR DAY FOUNDATION, SHOWS OUR STRONG CONTINUED COMMITMENT TO URBAN FORESTRY. TO QUALIFY, WE MEET FOUR KEY STANDARDS. WE MAINTAIN A TREE, BOARD OR DEPARTMENT, WHICH IS MY ROLE AS AN URBAN FORESTER. WE HAVE A TREE CARE ORDINANCE GUIDING OUR MANAGEMENT. WE INVEST AT LEAST $2 PER CAPITA ANNUALLY IN TREE RELATED EFFORTS, AND WE HOST A COMMUNITY ARBOR DAY CELEBRATION AND PROCLAMATION EACH YEAR. IN ADDITION TO THE TREE CITY USA STATUS, WE ALSO EARNED THE 2024 GROWTH AWARD, OUR NINTH YEAR RECEIVING THIS RECOGNITION. THIS AWARD IS ■BASED ON A POINT SYSTM THAT CREDITS CITIES FOR GOING ABOVE AND BEYOND IN FORESTRY PROGRAMS. POINTS ARE EARNED IN CATEGORIES LIKE PUBLIC OUTREACH, INNOVATIVE PARTNERSHIPS, PLANNING AND MANAGEMENT INITIATIVES, AND PLANTING AND MAINTENANCE EFFORTS. ONLY 47 OUT OF 99 CURRENT TREE CITY USA RECEIVED THE GROWTH AWARD, AND EACH OF THE ITEMS I'LL COVER TODAY HELPED US REACH AND EXCEED THE POINTS REQUIRED FOR THIS AWARD. THIS YEAR WE HELD THREE DIFFERENT ARBOR DAY EVENTS AT POLLARD PARK, GOLDEN ROAD PARK, AND NOBLE PARK. THESE EVENTS BROUGHT OUT 230 VOLUNTEERS WHO HELPED US PLANT 110 TREES ACROSS OUR PUBLIC SPACES. WE ALSO RECEIVED $13,580 IN DONATIONS, AND GAVE AWAY 150 TREES TO RESIDENTS, HELPING BUILD A GREENER TYLER. IN PARTNERSHIP WITH CHRISTUS TRINITY MOTHER FRANCES, WE HOSTED A SEEDLING GIVEAWAY. WE DISTRIBUTED 2000 SEEDLINGS AND CONNECTED WITH APPROXIMATELY 250 PEOPLE, SPREADING THE MESSAGE OF TREE PLANTING AND ENVIRONMENTAL AWARENESS RIGHT HERE IN TYLER.

FOLLOWING THE JUNE 3RD STORM, WHICH BROUGHT WINDS EXCEEDING 70 TO 80MPH, WE ACTIVATED A STAR

REQUEST TO BRING IN AN URBAN FOREST STRIKE TEAM FROM THE TEXAS A&M FOREST SERVICE. THEIR HELP WAS CRUCIAL IN ASSESSING TREE DAMAGE AND PUBLIC SAFETY CONCERNS. THIS RESPONSE NOT ONLY SUPPORTED OUR RECOVERY EFFORTS, IT ALSO EARNED US FIVE GROWTH AWARD POINTS. AS THE CITY'S URBAN FORESTER, I MAKE IT A PRIORITY TO STAY CURRENT AND BEST PRACTICES. THIS YEAR, I COMPLETED 23 CEUS, WHICH EARNED THE CITY AN ADDITIONAL THREE POINTS TOWARDS OUR GROWTH AWARD.

ANOTHER MAJOR MILESTONE OUR URBAN FORESTRY BUDGET INCREASED FROM A THREE YEAR TRAILING AVERAGE OF $5.49 PER CAPITA TO $6.08 PER CAPITA. THIS INCREASE REFLECTS OUR LEADERSHIP'S GROWING COMMITMENT TO SUSTAINABLE URBAN FOREST MANAGEMENT IN OUR ADDITIONAL FOUR POINTS. LASTLY, I WANT TO RECOGNIZE OUR LOCAL UTILITY PARTNER, ENCORE. THEY ARE THE LONGEST CONTINUOUSLY RECOGNIZED TREE LINE USA UTILITY IN THE STATE OF TEXAS. THIS NATIONAL PROGRAM, ALSO RUN BY THE ARBOR DAY FOUNDATION, HONORS UTILITY COMPANIES THAT MEET BEST PRACTICES IN VEGETATION MANAGEMENT. ENCORE PARTNERSHIP EARNED TYLER ONE GROWTH AWARD POINT IN CLOSING, TYLER'S CONTINUED RECOGNITION AS A TREE CITY, USA AND IN RECEIVING OUR NINTH GROWTH AWARD REFLECTS A COMMUNITY WIDE EFFORT FROM A VOLUNTEERS TO OUR DONORS, CITY LEADERSHIP AND PARTNERS. THEY RECENTLY BACK IN MAY, THEY SHOWCASED THEIR EXCELLENCE AT THE SOUTHWEST REGIONAL FIREFIGHTER CHALLENGE CLASSIC IN BATON ROUGE. THE TEAM OF EIGHT DEDICATED FIREFIGHTERS RANGING IN AGE FROM 19 TO 59 YEARS OF AGE, COMPETED IN VARIOUS CATEGORIES OVER THE THREE DAY EVENT. THE OPEN TEAM, COMPRISED OF BRYCE DRIVER, DARREN DRIVER, SCOTT DODGEN, PATRICK MAYO AND JOE MOJICA, DISPLAYED UNWAVERING DETERMINATION AS THEY CLAIM FIRST PLACE IN THE SOUTHWEST REGION FIRE DEPARTMENT SHOWDOWN AND SECOND PLACE OVERALL. THE GRIT WAS EVIDENT AS THEY ALSO SECURED SECOND PLACE IN THE FIRE DEPARTMENT RELAY, AND THERE ARE SEVERAL INDIVIDUAL AWARDS THAT WERE EARNED. BRYCE DRIVER GOT THIRD PLACE OVERALL. DIVISION ONE UNDER 40. JARON DRIVER GOT FIRST PLACE OVERALL. DIVISION TWO UNDER 40 PATRICK MAYO SECOND PLACE. REGIONAL OVER 40 JEREMY DRIVER THIRD PLACE, REGIONAL OVER 40 JEREMY DRIVER ALSO RECEIVED A LION'S DEN RECOGNITION FOR BEING OVER 40 AND RUNNING THE COURSE IN LESS THAN TWO MINUTES, AND THEN EVERYONE ON THE TEAM, INCLUDING TAKE HOMER AND TERRY HAWKINS, RECEIVED VARIOUS MEDALS FOR THEIR TANDEM RACES, AND SO TERRY HAWKINS, ESPECIALLY TERRY, HAVE YOU ALL KNOWN TERRY? HE'S BEEN WITH OUR DEPARTMENT FOR DECADES AND HAS DONE ALWAYS PARTICIPATES IN THIS, AND THE WHOLE TEAM DID INCREDIBLE WORK ON THIS. AS FAR AS REPRESENTING TYLER AT THIS CONTEST. SO IT IS SUMMER AND IT IS ONE. DESPITE THE RAIN, THE SUN DOES COME OUT EVENTUALLY AND WE ARE ALSO HAVING WAYS THAT WE KICK OFF THE SUMMER THROUGHOUT THE CITY. THE LIBRARY HAD OFFICIALLY KICKED OFF SUMMER FOR 2025. THEY PUT ON A SPECTACULAR EVENT HOSTING OVER 1200 PEOPLE, WITH 885 REGISTRATIONS COMPLETED, INCLUDING 628 CHILDREN AND 257 ADULTS. THERE WERE GAMES, BOUNCY HOUSES, ART STATIONS AND SOME TREATS TRUCKS THAT WERE THERE. WE'RE GRATEFUL FOR THE HARD WORK OF LIBRARY STAFF AND THEIR VOLUNTEERS, AND MAKING THIS SUCH A FUN EVENT FOR OUR LIBRARY AND GETTING PEOPLE READY TO READ FOR THIS SUMMER. ALSO, WE HAVE ON SATURDAY THE GRAND OPENING OF THE MIRACLE LEAGUE FIELD OVER AT FAULKNER PARK, AND SO THAT WILL BE ON AS SOMETHING WE'VE AS A COMMUNITY AND WORKING HARD ON AND ARE JUST EXCITED ABOUT. IT'S GRAND OPENING. WE'RE ALSO THEN NEXT WEEK AND HAVE THE GRAND REOPENING OF DEBBIE WINTERS PARK, AND THAT WILL BE ON JUNE 17TH, AND IT'S SOMETHING WE'RE VERY EXCITED ABOUT FOR NEXT TUESDAY. AND THEN FINALLY, WE'RE EXCITED TO ANNOUNCE THAT TYLER HAS BEEN NAMED THE SECOND BEST PLACE TO LIVE IN TEXAS WITH AN ARTICLE. RECENTLY, WE WERE EVALUATED ON AFFORDABILITY, ACCESS TO NATURE, HEALTHCARE, EDUCATION, AND SAFETY. AND SO WE WERE BETWEEN HOUSTON AND AUSTIN OR ACTUALLY AUSTIN NUMBER ONE, HOUSTON WAS NUMBER THREE. OBVIOUSLY, TYLER SHOULD BE NUMBER ONE BASED UPON WE WERE BEING COMPARED TO. BUT WE'RE VERY EXCITED ABOUT THAT. JUST KIND OF TYLER CONTINUES TO JUST KIND OF GET ITS NAME OUT THERE THROUGHOUT THE STATE AND THE NATION. WE'RE VERY PROUD OF THAT. GREAT.
