ANY ITEM APPROVED TODAY WILL BE HEARD BY THE CITY COUNCIL IS REGULAR MEETING ON WEDNESDAY, JANUARY THE 28TH, COMMENCING AT 9 A.M. IF YOU RECEIVED A NOTICE FOR THIS MEETING, YOU ALSO HAVE RECEIVED A NOTICE FOR THE CITY COUNCIL MEETING. [V.1. ZA25-001 UNIFIED DEVELOPMENT CODE (20 YEAR CITY LIMITS) Request that the Planning and Zoning Commission consider recommending an Ordinance making an uncontestable finding that all territory included within the City of Tyler since December 31, 2005 is part of the City.]

ARE APPROVED. THE FIRST ITEM ON OUR AGENDA IS THE UNIFIED DEVELOPMENT CODE. THE 20 YEAR CITY LIMITS ORDINANCE COLLEGE GOING TO DO THAT OKAY. GOOD AFTERNOON AND HAPPY NEW YEAR.

THIS FIRST ITEM HERE IS A REQUEST THAT THE PLANNING COMMISSION MAKE A RECOMMENDATION TO APPROVE AN ORDINANCE THAT THAT FINDS THAT ALL THE TERRITORY WITHIN THE CITY LIMITS FOR THE PAST 20 YEARS IS, IN FACT, WITHIN THE CITY LIMITS. AND SO THIS IS A ROUTINE ITEM THAT WE SEE EVERY YEAR THAT WE LOOK BACK IN THE LAST 20 YEARS AND ESTABLISH THAT THE CITY LIMITS. FOR THE PAST 20 YEARS ARE LEGITIMATE. AND SO WHEN YOU SEE HERE ON THE MAP IS EVERYTHING IN THE, THE THE BROWN COLOR WAS THE CITY LIMITS IN DECEMBER OF 2005. SO THE PAST 20 YEARS, THE CURRENT CITY LIMITS IS THE THE BLUE LINE THERE. SO FOR REFERENCE, IN 2005 THERE WERE THREE ANNEXATIONS TO TO ADD LAND INTO THE INTO THE CITY. WITH THE PASSAGE OF THIS THIS ITEM THOSE. ARE PRESUMED TO BE VALID. The north side of the right-of-way is adjacent to Rosemont Street. The east side of the right-of-way is adjacent to Lots 239, 242, 243, 246, 247 and 250 of NCB 669-N. The south side of the right-of-way is adjacent to Lots 38, 39, 40 and 100 of NCB 708. The west side of the right-of-way is adjacent to Lot 316 of NCB 669-N. B THE FUTURE LAND USE WOULD BE CONSISTENT WITH SINGLE FAMILY MEDIUM LOW DENSITY, AND AS YOU CAN SEE, THE PROPERTY IS CURRENTLY UNDEVELOPED. IF THERE'S EVER ANYONE DOING LAWN WORK IN THAT AREA, IT CLOGS UP THE ENTIRE STREETS THAT EVERYONE'S FLASHING THEIR LIGHTS TO KNOW, TO TURN AROUND BECAUSE YOU'LL GET STUCK. IT'S JUST NOT ENOUGH ROOM FOR ADEQUATE PARKING OR HAVING ADEQUATE SPACE. THE NEXT THING IS, I, I LOVE IT. YOU HAVE BEEN THERE FOR TEN YEARS. I AM A FIRST TIME HOME BUYER. I BOUGHT MY HOUSE, I BELIEVE 2021 AND YEAH, IT WOULD BE FIVE YEARS IN JUNE AND I BOUGHT THE NEWEST HOUSE. IT WAS A BRAND NEW HOUSE AND THE FIRST OWNER IN THAT HOUSE BUILT ON THAT LOT.

IT IS A BEAUTIFUL HOUSE, AND I HAD BEEN PLANNING TO BUILD A HOME. THAT WAS WHAT I WANTED TO DO WITH MY DAUGHTER. I AM VERY PARTICULAR. I KNEW I HAD, I HAD MY LITTLE POINTS AND WHAT KEPT SNAGGING ME UP WAS I WANTED OLD GROWTH TREES. I WANTED AN ACTUAL YARD, AND RIGHT NOW ALL THE NEW HOMES THAT ARE BEING BUILT ARE BEING BUILT FOR YOUNG PROFESSIONALS, AND THAT MEANS NOT HAVING A YARD TO MAINTAIN, NOT HAVING TO HAVE AN EXTRA RESPONSIBILITY, WHICH I EAGERLY WANTED. I WANTED THE GREENERY. I WANTED TO BE ABLE TO HAVE MY DOGS AND MY CATS BE ABLE TO USE

A DOGGY DOOR. AND SO I WAS KIND OF AGHAST, THINKING, FOUR HOUSES INTO THIS TINY LOT. I AM ALL FOR INVESTING AND DEVELOPING THAT AREA. SINCE I BOUGHT THE HOUSE. YOU KNOW, MY DAUGHTER AND I HAVE BEEN GUESSING WHAT WAS GOING TO HAPPEN JUST BECAUSE THERE IS A LOT OF DEVELOPMENT HAPPENING, ESPECIALLY ON THE LOOP, WHICH IS AMAZING. BUT FOUR HOUSES IN THAT TINY AREA IS JUST TOO MANY. WHY CAN'T IT BE TWO? WHY CAN'T IT BE THREE? LIKE WE WANT TO HAVE MORE YOUNG FAMILIES COME INTO THIS NEIGHBORHOOD? BECAUSE ALMOST THAT THAT WAS ANOTHER THING I DIDN'T KNOW UNTIL I ACTUALLY LIVED IN MY NEIGHBORHOOD. ALMOST EVERYONE HAS EITHER LIVED THERE FOR 10 TO 15 YEARS, OR THEY'VE INHERITED THE HOUSE GENERATIONALLY FROM THEIR PARENTS. WE'RE TALKING ABOUT GENERATIONS. I KNOW EXACTLY THE PEOPLE WHO WHO OWNED THE PROPERTY THAT MY HOUSE WAS BUILT ON. IT BURNED DOWN OVER TEN YEARS AGO, BUT THEY WERE, YOU KNOW, A PASTOR AND HIS WIFE AND I JUST KNOW ALL THIS RICH HISTORY BECAUSE MY NEIGHBORS. BUT PART OF THAT IS AS A NEW, YOUNGER PERSON IN THEIR 30S COMING INTO THIS NEIGHBORHOOD, I WANT TO INVITE MORE YOUNG PEOPLE TO COME IN. I THINK IT REALLY IS A MAGICAL THING THAT WE HAVE THIS SPACE TO INTERACT WITH OLDER NEIGHBORS, TO GET TO KNOW THE CULTURE AND THE HISTORY. SO I'M NOT AGAINST DEVELOPMENT. I'M AGAINST PUTTING SO MANY HOUSES INTO THAT TINY AREA AND HAVING IT. BUT THAT RUNNING TRAIL, IT'S JUST ANYTHING THAT IS GOING TO PUT IN THERE IS GOING TO REDUCE OUR PROPERTY. AND I HAVE MY TOP THREE ISSUES. IT'S GOING TO DECREASE THE PROPERTY VALUE NO MATTER WHAT. WELL, AS I SAID AT THE BEGINNING, I WANTED TO BUY THIS HOUSE BECAUSE IT HAD A LARGE LOT. EVERY HOUSE ON THAT WHOLE AREA, THE WHOLE TWO TWO BLOCK FROM PEACH TO ACADEMY ARE LARGE LOTS. AND THEN SECOND AGAIN, THE TRAFFIC. I JUST CAN'T IMAGINE HAVING MORE PEOPLE DRIVE THROUGH THERE AND HAVING THOSE TINIER, MAYBE RENTAL, MAYBE DUPLEX. IT'S GOING TO CHANGE THE CHARACTER OF OUR NEIGHBORHOOD, WHICH OUR FAMILY HOMES WITH LARGE LOTS, SPACE FOR ANIMALS, SPACE FOR HAVING PEOPLE COME TOGETHER.
