THESE FUNDS WILL BE USED TOWARDS NEW ADDITIONAL TENNIS COURTS FROM THE FAULKNER TENNIS CENTER MASTER PLAN, INCLUDING FOUR COVERED COURTS. FUNDRAISING FOR THESE PROJECTS IS ONGOING. AND WE'RE HERE TODAY TO PROVIDE YOU AN UPDATE ON THE LAKE TYLER MASTER PLAN FOR TYLER WATER UTILITIES. THE ORIGINAL PLAN, AS YOU KNOW, WAS ADOPTED IN 2011, AND THIS UPDATE ENSURES WE MEET THE CURRENT AND FUTURE NEEDS OF LAKE TYLER AND LAKE TYLER EAST.THE UPDATED PLAN FOCUSES ON DEVELOPMENT OPPORTUNITIES, RECREATION, AND WATER QUALITY, WHILE TAKING A COMPREHENSIVE LOOK AT BOTH RESERVOIRS AND SURROUNDING PROPERTIES. AS PART OF THE PROCESS, HALF A FIRM WITH EXTENSIVE EXPERTISE IN PUBLIC PLANNING HAS ENGAGED A BROAD RANGE OF STAKEHOLDERS TO GATHER INPUT AND PERSPECTIVES. GOING TO GO THROUGH THIS UPDATE. SO WHAT WE'VE DONE IS PRESENTED THE CITY WITH A DRAFT OF THE PLAN. THE INTENT IS TO COME BACK NEXT MONTH AND ACTUALLY ADOPT THE PLAN. I WANT TO GO BACK AND JUST REALLY QUICKLY HIT ON WHAT THE PLAN IS AND WHAT IT'S NOT. YOU KNOW, WHAT THE PLAN IS, IS WHAT WE'RE TRYING TO DO IS HELP THE CITY WITH A VISION FOR THE FUTURE.IF THIS IS THE PLAN ITSELF IS LOOKING LONG TERM AS WE LOOK AT ALL KINDS OF OPPORTUNITIES, IT PRIMARILY IS HITTING. SO WE'RE WE'RE THIS ONE FOCUSED ON ENVIRONMENTAL ISSUES, WATER RESOURCES AND RECREATION. SOME OF YOU MAY HAVE BEEN INVOLVED IN THE PLAN THAT WAS DONE BACK IN 2011. IT WAS THAT PLAN WAS REALLY FOCUSED ON RECREATION AND LAND USES AROUND THE LAKE.
WHAT HAPPENED RIGHT AFTER THAT WAS THE CITY OF TYLER GOT HIT WITH A CONSENT DECREE, AND WE AND THERE WASN'T A LOT THAT WAS DONE ON RECREATION. SINCE THEN, THIS PLAN GOES BACK AND REVISITS THAT TAKES IT TO THE NEXT STEP, BUT ALSO REALLY LOOKS AT THE OTHER ISSUES. WHEN WE LOOK AT THE ENVIRONMENTAL AND THE WATER ASSESSMENT, IT'S BECAUSE FIRST AND FOREMOST, LAKE TYLER IS A DRINKING WATER LAKE CATHOLIC. THE CITY'S WATER SUPPLY COMES FROM LAKE TYLER, AND THAT'S ALWAYS GOT TO BE AT THE FOREFRONT OF EVERYTHING WE DO OUT THERE. SO WE'RE LOOKING AT, YOU KNOW, WHAT'S THE CAPACITY, WHAT WHAT'S HAPPENING OUT THERE AND WHAT IS IT DOING TO WATER QUALITY? WE STARTED THIS BACK IN THE SUMMER OF 2004. WE'VE GONE THROUGH THE ENVIRONMENTAL PART ITSELF WAS WAS TOOK A LOT OF THE BULK OF THE TIME IN THE VERY BEGINNING.
AND WE STARTED ON THE RECREATION AND THE AND THE OUTREACH. AND NOW WE'RE AT THE POINT WHERE WE'VE GOT A FINAL DRAFT IN FRONT OF YOU, AND WE'LL BE ADOPTING IT IN THE NEXT MONTH OR SO. AS WE LOOK AT WHAT WE FOUND FROM THE COMMUNITY ENGAGEMENT, A LOT OF THIS IS BASED ON WHAT HAPPENED LAST TIME, WHAT'S CHANGED AND WHAT WE'RE FINDING OUT NOW.
WHEN WE DID THE 2011 PLAN, THE BIG EMPHASIS ON RECREATION WAS THAT THAT ALL OF OUR, OUR COMMUNITY RECREATION AREAS OUT THERE WEREN'T REALLY MAINTAINED THAT WELL. THERE WASN'T A LOT TO DO OUT THERE, SIGNAGE, THINGS LIKE THAT. WHAT'S HAPPENED SINCE THEN WAS OR CAME OUT OF THE PLAN WAS THE CREATION OF THE BOULDERS, THE DEVELOPMENT OF THAT, THE RE DEVELOPMENT OF THE MARINA AREA, CLEANING UP A LOT OF THINGS THAT WERE OUT THERE. SO THE INTERESTING THING ON THE RECREATION SIDE IS THERE WAS NOT NEARLY AS MUCH DEMAND FOR NEW RECREATION AS THERE WAS LAST TIME. THE BIGGEST EMPHASIS ON ON THE RECREATION SIDE THAT CAME OUT OF THIS WAS REALLY LOOKING AT TRAIL SYSTEMS AND THINGS THAT CONNECT INTO THE CITY, AND THE EMPHASIS WAS ON SAFETY OUT AT THE LAKE, PERCEIVED SAFETY. WHAT ARE WHAT ARE WE DOING ON THE PATROLLING SIDE WHERE WE'RE LOOKING AT WHO'S OUT THERE? HOW IS IT BEING DONE? WHAT IS THE PERCEPTION OF THE LAKE OUTSIDERS THAT ARE USING IT ALSO AS AS WITH 2011, IT'S COMMUNICATION COORDINATION. LAKE TYLER WAS A UNIQUE, UNIQUE ANIMAL IN THAT AS YOU GUYS KNOW, IT'S NOT IN THE CITY LIMITS, BUT IT'S THE MOST OF THE LAND OUT THERE IS. OUR LEASE IS OWNED BY THE CITY AND LEASED TO INDIVIDUAL PEOPLE. SO IT'S REALLY LOOKING AT HOW DOES THAT WORK, HOW DO WE KEEP THAT GOING? AND THEN REALLY LOOKING AT, YOU KNOW, HOW DO WE LOOK AT NEW OPPORTUNITIES FOR FUNDING SOURCES. ANOTHER BIG ISSUE THAT'S THAT'S COME ABOUT SINCE 2011 IS WAKEBOARD BOATS OUT THERE AND WHAT THEY'RE DOING AND HOW THEY'RE HAVING AN IMPACT ON ON THE LAKE. SO AS WE LOOK AT THE ENVIRONMENTAL ASSESSMENT, ONE OF THE REASONS WE LOOKED AT THIS WAS REALLY TO GIVE KATE AND HER STAFF A BENCHMARK TO START REALLY LOOKING AT. WE HAVEN'T HAD THE ABILITY TO TRACK CHANGES OVER THE YEARS THAT WELL, THIS IS GOING TO GIVE THEM SOMETHING TO KEEP LOOKING AT AND LOOKING AND CONTINUING TO TO SEE WHERE WE HAVE ISSUES. ONE OF THE INTERESTING THINGS ON THIS OR A BIG ISSUE HAS BEEN SEDIMENTATION. AND WHY IS THAT AN ISSUE? IT'S IT'S BECAUSE AS WE LOSE VOLUME AT THE LAKE, WE'RE LOSING VOLUME IN WHAT WE'RE WHAT WE CAN PROVIDE ON DRINKING WATER. SO IT'S IMPORTANT TO KEEP AN EYE ON THAT. WHERE IS MOST OF THAT COMING FROM? IT'S ACTUALLY COMING FROM IN TOWN, NORTH OF WHITE HOUSE. YOU KNOW, ALL THESE CREEKS THAT COME DOWN, WE'RE GETTING SEDIMENTATION COMING FROM KIND OF THE NORTHWEST COMING DOWN. AND THEN WE GET A LOT OF IT BUILDING UP FROM INSIDE THE LAKE BECAUSE OF WAKEBOARDS AND EROSION OF SHORELINES AND THINGS LIKE THAT. BUT IF YOU LOOK AT THAT, IT'S IT'S NOT A HUGE NUMBER, BUT WE'RE LOSING 373 ACRE FEET A YEAR IN CAPACITY. SO IT'S SOMETHING TO KEEP AN EYE ON. SO WE KNOW, HEY, WHAT'S HAPPENING OUT THERE? WHAT ARE THINGS THAT WE CAN DO TO HELP MITIGATE THIS? IS THESE ARE WE WE CONTINUE TO MONITOR. WE'RE LOOKING AT, YOU KNOW, THE THE HEALTH AND SAFETY OF THE WATER ITSELF, MAKING SURE THAT WE'RE KEEPING IT UP TO STANDARDS, AS WE ALWAYS HAVE BEEN. AGAIN, LOOKING AT SEDIMENTATION, POLLUTION

YOU KNOW, THOSE LAKES ARE A GEM.ANYBODY THAT'S BEEN OUT TO LAKE CUYLER SAYS, OH MY GOD, YOU KNOW, IT'S ONE OF THE PRETTIEST LAKES AROUND. AND AND WE WANT TO JUST MAKE SURE THAT WE, WE'RE LOOKING AT WHAT ARE THE OPPORTUNITIES TO CONTINUE TO GROW TOURISM AND RECREATION, BUT AT THE SAME TIME NOT OVERLY IMPACTING THE LAKE, YOU KNOW, WHERE DO WE GET THE BIGGEST BANG FOR OUR BUCK? LOOKING AT JUST DIFFERENT OPTIONS, YOU KNOW, WHERE WE CAN IMPROVE, CONTINUE TO IMPROVE. WHEN WE LOOK AT SHORT TERM RECOMMENDATIONS, YOU KNOW, WHAT WE'RE REALLY LOOKING AT IS STRENGTHENING MARKET AND VISITOR ENGAGEMENT. TYING IN WITH THE CITY'S. THE THE LAKES HAVE ALWAYS KIND OF STOOD ALONE AS A STANDALONE. YOU KNOW, THEY'RE RUN BY THE WATER UTILITIES. WE DON'T DO A LOT OF MARKETING FOR THEM. AND THAT'S REALLY LOOKING AT HOW DO WE, YOU KNOW, HOW DO WE COMBINE WITH LIKE VISIT TYLER OR WITH LEANNE AND HER STAFF, AND HOW CAN WE HELP MARKET THINGS IN A WAY THAT HELP THE CITIZENS OF TYLER? LOOKING AT MODERNIZING OPERATIONS AND MAINTENANCE? AGAIN, WE'RE GOING TO BE LOOKING FOR BOTH WAYS TO INCREASE REVENUE, BUT ALSO DECREASE COST TO MAINTAIN THE SAME TIME. THE BIG THING WE HEARD OVER AND OVER WAS ENHANCING SAFETY AND LAW ENFORCEMENT PRESENCE. THE FISH CAN'T FEED. AND IF THAT'S DISRUPTED, THE FISH WON'T BE FEEDING THERE ANYMORE. AND THAT'S A THAT'S A CONCERN FOR THE FISHERMEN. AND WE ALL KNOW THAT LAKE TYLER IS ONE OF THE BIG ITS POPULARITY IS IT'S A GREAT FISHING PLACE. WHAT I'M SEEING OVER THE PERIOD OF TIME IS MULTIPLE AREAS OF EROSION THAT HAVE REALLY, REALLY EXPLODED. WE SEE AREAS ALONG THE LAKE WHERE THE SHORELINE IS COMPLETELY WASHED, IT'S BEEN WASHED INTO THE LAKE, AND YOU'VE LOST IN ONE CASE, OVER ON THE EAST SIDE OF THE LAKE, OVER BY THE OLD BOAT RAMP ON THE EAST SIDE, THEY'VE LOST ABOUT 50FT OF SHORE OF OF FOREST THAT WAS AROUND THERE. AND THE TREES HAVE JUST TRIPLED.

M3 NIKKI. OKAY. GOOD MORNING MAYOR AND COUNCIL. MY NAME IS NIKKI INGRAM AND I AM HERE TODAY TO PRESENT AGENDA ITEM M3 FOR THE GOLDEN ROAD WATER TREATMENT PLANT. FILTERS 11 THROUGH 14 REHABILITATION ENGINEERING CONTRACT AMENDMENT NUMBER TWO. IN REGARDS TO THE LAKE PALESTINE WATER TREATMENT PLANT FILTERS, THE LAKE PALESTINE WATER TREATMENT PLANT WAS BUILT AND PUT ONLINE IN 2001. LAKE PALESTINE HAS A CAPACITY TO TREAT 30 MILLION GALLONS OF WATER PER DAY. GOLDEN ROAD WATER TREATMENT PLANT HAS A CAPACITY TO TREAT 28 MILLION GALLONS OF WATER PER DAY. THE GOLDEN ROAD WATER TREATMENT PLANT FILTERS 11 THROUGH 14, WERE REHABILITATED IN 2025. THE PROJECT HAS RECENTLY BEEN COMPLETED, BUT FINAL ACCEPTANCE HAS NOT BEEN ISSUED. ON JULY 2ND OF 2025, OPERATORS NOTICED THAT THERE WAS WATER IN THE AIR SCOUR LINES AT THE LAKE PALESTINE WATER TREATMENT PLANT. THOSE LINES ARE ONLY SUPPOSED TO HAVE AIR, NOT WATER. THE STAFF BEGAN WORKING WITH KSA DUE TO DETERMINE THE CAUSE OF THE WATER INFILTRATION. ON AUGUST 7TH OF 2025. ABOUT A MONTH LATER, FILTER NUMBER FIVE AT THE LAKE PALESTINE WATER TREATMENT PLANT EXPERIENCED AN UNDERDRAIN FAILURE. KRAKEN AND KSA WERE SELECTED TO PERFORM AN EMERGENCY REPAIR, AND BEGAN WORKING ON A PROPOSAL TO REPLACE THE UNDERDRAIN AND THE SCOUR VALVES. BECAUSE WE BELIEVE THAT AIR SCOUR VALVES WERE BAD AND THAT IS WHY WATER GOT INTO THE SCOUR LINES. THE REPAIRS FOR THE UNDERDRAINS USUALLY TAKE AT LEAST SIX MONTHS DUE TO MATERIAL LEAD TIMES. BECAUSE IT IS ALL SPECIALTY EQUIPMENT. ON SEPTEMBER 3RD OF ANOTHER MONTH LATER, A SINKHOLE WAS DISCOVERED IN FILTER NUMBER TWO AT LAKE PALESTINE. KSA AND[01:35:04]
GROCON DETERMINED THAT IT WAS CAUSED BY UNDERDRAIN FAILURE AND KSA RECOMMENDED WE HAVE XYLEM CONDUCT AN INSPECTION ON ALL THE FILTERS BECAUSE IT IS UNUSUAL FOR THE FILTERS TO GO OUT ONE AFTER ANOTHER, SO CLOSE TOGETHER. ON OCTOBER 7TH, WE HAD XYLEM COME OUT TO INSPECT THE UNDERDRAIN. THE CAUSE OF THE UNDERDRAIN FAILURE. XYLEM IS A MANUFACTURER FOR THOSE UNDERDRAINS. XYLEM NOTED THAT THE FILTERS HAVE EXCEEDED THEIR EXPECTED SERVICE LIFE OF 25 YEARS AND WILL NEED TO BE REHABILITATED, SO ALL OF THE FILTERS ARE SHOWING SIGNS OF AGE AND THEY NEED TO BE REPLACED. TWO DAYS AFTER XYLEM CAME OUT, THE LAKE PALESTINE WATER TREATMENT PLANT PIPE GALLERY FLOODED. THE PLANT WAS IMMEDIATELY TAKEN OFFLINE AND GROCON IMMEDIATELY MOBILIZED TO THE PLANT TO HELP PUMP DOWN THE WATER AND FIND THE CAUSE OF THE FLOOD. KSA AND GROCON RESPONDED WITHIN AN HOUR OF THIS HAPPENING AND WE ARE VERY THANKFUL TO HAVE THEM HERE IN TYLER. THE STAFF AND ENGINEERS DETERMINED THE FLOOD WAS CAUSED BY A COMBINATION OF FAILED EQUIPMENT. THIS FAILED EQUIPMENT INCLUDED FAILED AIR SCOUR SYSTEM, FAILED VALVES AND TWO FAILED UNDERDRAINS. THE PLANT WAS PUT BACK ONLINE AT VERY LOW FLOW OF 8 MILLION GALLONS PER DAY ON OCTOBER 10TH, 2025, AND SINCE THEN WE'VE HAD IT BETWEEN 8 TO 12 MILLION GALLONS PER DAY, SO IT HAS NOT BEEN ONLINE AT FULL CAPACITY.PART OF THAT IS BECAUSE THE AIR SCOUR SYSTEM IS STILL NOT WORKING PROPERLY. WE STILL HAVE THOSE TWO UNDERDRAINS THAT ARE OUT OF SERVICE, AND WE CANNOT RUN 30 MILLION GALLONS WITH ALL THAT EQUIPMENT NOT WORKING PROPERLY. SO IT'S GOING IT. WE'RE NOT ABLE TO MEET FULL CAPACITY AT THE PLANT UNTIL THE SCOUR SYSTEM AND THOSE FAILED UNDERDRAINS ARE REPAIRED. SO THE SCOPE FOR THIS CONTRACT IS FOR KSA TO PROVIDE CONSTRUCTION, ADMINISTRATION AND PR FOR GRAY CONS WORK. IT'LL BE AT A TOTAL COST OF $195,675. GRAY CON WILL REPLACE ALL EIGHT FILTERS WITH NEW UNDERDRAINS AND MEDIA. REPLACE 15 VALVES THAT ARE NOT WORKING PROPERLY, AND COMPLETE THE NECESSARY MUD WALL REPAIRS. THIS COMES AT A TOTAL COST OF $4.2 MILLION. HDR WILL ALSO EVALUATE THE SCOUR SYSTEM AND DETERMINE RECOMMENDATIONS FOR NECESSARY REPAIRS. LIKE I SAID, WE THINK IT MIGHT BE THE VALVES. IT ALSO MIGHT BE THE BLOWER SYSTEM, SO WE'RE JUST MAKING SURE THAT'S THE PROBLEM. SO THAT'LL BE AT A TOTAL COST OF $49,000. AND ALL OF THIS COMES AT A TOTAL COST OF $4.5 MILLION. THE TIMELINE FOR THIS PROJECT, THE FILTERS, WE EXPECT THE FILTERS TO ALL BE ONLINE BY THE END OF OCTOBER 2026. FILTERS TWO AND FIVE WE HOPE TO HAVE ONLINE BY APRIL OF 2026, AND THE MUD WILL WILL BE COMPLETED IN DECEMBER OF 2026. NOW, COME SUMMER, WE'RE HOPEFUL THAT WE CAN MEET THE SUMMER DEMAND, BUT WE CANNOT SAY FOR CERTAIN THAT WE'LL BE ABLE TO MEET THE FULL SUMMER DEMAND WITHOUT HAVING TO INITIATE ANY OF THE STAGES FROM THE DROUGHT CONTINGENCY PLAN. OKAY, WHAT'S THE MAX CAPACITY OF HOW MANY GALLONS THAT CAN BE FILTERED PER DAY? SO 30 MILLION GALLONS IS WHAT PER DAY IS WHAT LAKE PALESTINE WATER TREATMENT PLANT CAN PUT OUT. BUT RIGHT NOW WE'RE AT 8 MILLION GALLONS PER DAY. SO IT IS SIGNIFICANT. BUT WE ARE LIKE I SAID, WE AREN'T WITH THOSE AIR SCOUR VALVES BEING OUT, WE'RE NOT ABLE TO TREAT AS MUCH WATER. WHEN WE GET TWO AND FIVE BACK ONLINE. WE WILL HAVE TO HAVE ONE FILTER OUT OF SERVICE AT A TIME THOUGH.WELL WE'RE REHABBING EACH FILTER. AND SO WITH THAT WE WON'T BE ABLE TO MEET THE 30 MILLION GALLONS PER DAY. IT'LL. SO WE'LL BE CLOSE. AND I THINK WE CAN SWING BY WITH HAVING BOTH PLANTS ONLINE AND WITH ONE FILTER BEING OUT OF SERVICE AT LAKE PALESTINE. BUT LIKE I SAID, WE CAN'T SAY FOR CERTAIN THAT WE WON'T HAVE TO ISSUE ANY EMERGENCY DROUGHT STAGES. SO WE NEED MOTHER NATURE TO GIVE US SOME WEBSITE. YES. YEAH, YEAH, WE NEED A LOT OF RAIN THIS SUMMER. NO. NO DROUGHTS. SO HOW IS THAT AFFECTING WATER QUALITY? SO RIGHT NOW Y'ALL KNOW THAT WE STRUGGLE WITH WATER QUALITY AT LAKE PALESTINE. GOLDEN ROAD HAS BEEN PROVIDING MOST OF THE CITY WITH WATER. SO THE WATER QUALITY AT GOLDEN ROAD IS EXCELLENT. AND THE CITY'S PROBABLY HAVING REALLY GOOD WATER QUALITY RIGHT NOW. SO I DON'T WE DON'T EXPECT THAT TO HAVE ANY, ANY EFFECTS ON THE WATER QUALITY ITSELF. YEAH. NOW I NICKY'S DONE A GREAT JOB. IT IS A COMPLICATED SUBJECT MATTER, BUT I WILL SAY JUST NOT TO INDUCE ANY SORT OF PANIC ABOUT IT. WE WILL. THE PLAN RIGHT NOW IS THAT WE WILL HAVE SUFFICIENT COVERAGE FOR OUR DEMAND ONCE WE REACH THAT POINT, BECAUSE OF THE WAY THAT WE'VE DETERMINED TO TO DO THE CONSTRUCTION. BUT I'LL ALSO SAY WE HAVE GOLDEN ROAD, RIGHT, WHICH HAS BEEN AROUND SINCE THE 50S. AND SO WHEN WE'RE LOOKING AT FILTERS FOR REPLACEMENT, A FILTER THAT HAS HONESTLY HAD A USEFUL LIFE OF 45 YEARS NEEDS REPLACEMENT, TYPICALLY PRIOR TO ONE THAT WAS JUST INSTALLED IN 2001. SO YOU COULD SAY IT'S VERY SIMILAR TO, YOU KNOW, THEY DON'T MAKE IT LIKE LIKE THEY USED TO. BUT THERE WERE ALSO SO I GUESS IN SHORT, WE DO AND WE KEEP TRACK AND WE HAVE WE HAVE GUYS THAT ARE ENSURING THAT WE'RE TAKING CARE OF OUR PREVENTATIVE MAINTENANCE. SO WHILE THERE'S CITY MONEY THAT'S PUT INTO IT, THE MAJORITY OF THE FUNDING COMES FROM THE STATE LEVEL. AND THEN FINALLY, A PIECE OF JUST KIND OF NEWS THAT WE'VE BEEN ABLE TO KIND OF PUT TOGETHER AND LAUNCH THIS WEEK IS OUR PUBLIC INFORMATION REQUEST PROCESSING.
