MY NAME IS LUKE ALFARO. I'M THE URBAN FORESTER FOR THE CITY OF TYLER. I WORK WITH THE PARKS AND RECREATION DEPARTMENT. I'M HERE TO PRESENT THE TYLER 2025 TREE CITY, USA DESIGNATION AND GROWTH AWARD FROM THE ARBOR DAY FOUNDATION. I HAVE A BRIEF SLIDESHOW TO WALK YOU THROUGH THESE RECOGNITIONS AND HOW WE EARN THEM. TYLER'S BEEN NAMED A TREE CITY USA COMMUNITY FOR THE 17TH CONSECUTIVE YEAR. TO QUALIFY, WE MEET FOUR KEY STANDARDS MAINTAINING A TREE BOARD, HAVING A COMMUNITY TREE ORDINANCE, SPENDING AT LEAST $2 PER CAPITA IN URBAN FORESTRY, AND HOSTING A COMMUNITY ARBOR DAY CELEBRATION. BEYOND TREE CITY STATUS. WE ALSO EARN THE GROWTH AWARD FOR THE 10TH YEAR, A SIGNIFICANT MILESTONE. THIS AWARD RECOGNIZES CITIES THAT GO ABOVE AND BEYOND. COMMUNITIES MUST DOCUMENT TEN PLUS POINTS ACROSS QUALIFYING ACTIVITIES TO EARN IT. ONLY 50% OF TREE CITY, USA COMMUNITIES IN TEXAS RECEIVE THE GROWTH AWARD, AND TYLER IS ONE OF THEM. SO EACH ITEM AFTER. AFTER. THIS WILL BE POINTS AND HOW WE EARN THOSE.CITY. TYLER ARBOR DAY. THIS YEAR'S ARBOR DAY EVENT WAS HELD AT LINDSAY PARK. WE HAD 150 VOLUNTEERS COME OUT. WE PLANTED 73 TREES AND GAVE AWAY 150 TREES TO RESIDENTS AND RECEIVED OVER $6,000 IN DONATION. A GREAT COMMUNITY TURNOUT IN A MEANINGFUL DAY FOR OUR URBAN FOREST IN OUR PARKS. LUKE, CAN YOU BACK UP A LITTLE? OUR SLIDE. SO THE YOUNG PEOPLE, DO Y'ALL KNOW ABOUT THE SQUIRREL? Y'ALL EVER HEARD OF SHORTY THE SQUIRREL? HEY REAL QUICK, SHORTY. THE SQUIRREL LIVED IN TYLER FROM 1948 TO 1963, 14 YEARS. AND WHAT HE WAS KNOWN AS A BEGGAR. AND HE WOULD GO DOWNTOWN AND HE WOULD EAT PECANS AND PEANUTS OUT OF PEOPLE'S POCKETS. HE DID THIS EVERY DAY. AND PEOPLE LOVED HIM. THE LAWYERS, THE PEOPLE COMING DOWN TO COURT. EVERYBODY WOULD FEED SHORTY THE SQUIRREL. WELL, SHORTY GOT SICK. AND SO PEOPLE IN THE COMMUNITY ACTUALLY HELPED WITH WITH SHORTY AND HIS MEDICAL EXPENSES TO MAKE SURE HE LIVED LONGER AND LONGER. WELL, AFTER 14 YEARS, SHORTY DIED. WE DON'T KNOW IF SHORTY WAS RUN OVER BY CAR OR IF HE WAS ELECTROCUTED, BUT PAUL HARVEY ON THE REST OF THE STORY SAID GLORY SIMPLY BROKE IT DOWN. SO SHORTY. SHORTY DIED IN 1963. THERE WAS A MONUMENT ON THE SQUARE. AND FOR SHORTY'S BURIAL. SO WE HAD TO REMOVE IT TO REDO THE SQUARE AND SHORTY AND WE COULD NOT FIND HIM. SHORTY LIVES IN OUR MIND AND IN OUR IN OUR, IN OUR HEART, IN OUR HEARTS, IN OUR HEARTS. SO ANYWAY, THAT'S THE STORY OF SHORTY. GO AHEAD, GO AHEAD SCOTT. ALRIGHT. SO WE ALSO HOSTED A SEEDLING GIVEAWAY, DISTRIBUTING 1500 TREE SEEDLINGS AND CONNECTING WITH APPROXIMATELY 265 PEOPLE. EVENTS LIKE THIS EXTEND OUR REACH BEYOND CITY PLANNED PLANTED TREES AND HELP RESIDENTS BECOME PART OF THE SOLUTION. ONE OF OUR HIGHEST SCORING GROWTH AWARD ACTIVITIES THIS YEAR WAS OUR TREE MANAGEMENT INVENTORY SYSTEM, WHICH EARNED SEVEN POINTS. IT TRACKS RECORDS FOR ALL PUBLIC TREES, CAPTURES, CUSTOM DETAILS, VISUAL DOCUMENTATION, AND SUPPORTS BUDGET TRACKING. OUR URBAN FOREST BUDGET INCREASED FROM A THREE YEAR AVERAGE OF $5.80 PER CAPITA TO $6.68 PER CAPITA IN 2025. THIS REFLECTS CONTINUED LEADERSHIP INVESTMENT IN OUR URBAN FORESTS AND EARNED FOUR ADDITIONAL POINTS. WE HOSTED TWO PUBLIC TREE CARE WORKSHOPS, URBAN TREE STRESS IN FEBRUARY AND A TREE PLANTING WORKSHOP IN OCTOBER. THESE EVENTS BUILD COMMUNITY KNOWLEDGE AND EARN THREE POINTS. STAYING CURRENT AND BEST PRACTICES IS A PRIORITY. THIS YEAR I COMPLETED 11.25 CEUS THROUGH THE INTERNATIONAL SOCIETY OF ARBORICULTURE. TYLER

THIS IS FROM C1 AND C2 WHICH ARE COMMERCIAL DISTRICTS. AND WE ARE PLANNING ON RESIDENTIAL DISTRICTS AND PCD PLANNED COMMERCIAL DISTRICT. THE APPLICANT PLANS TO DEVELOP AN OFFICE PARK ON THIS PROPERTY AS WELL AS OFFICE WAREHOUSES. THEY DO PLAN TO KEEP THE OFFICE DEVELOPMENT IN THE SOUTH SIDE OF THE. THE. THE PROPERTY YOU SEE THERE ON THE IN ALONG THE NORTH SIDE WOULD BE THE WAREHOUSE DEVELOPMENT. AS YOU SEE ON THE THE ZONING MAP, THE SURROUNDING PROPERTIES ARE ZONED C2 TO THE WEST, WHICH ARE DEVELOPED WITH OFFICE WAREHOUSE USES MULTIFAMILY TO THE NORTH, C1 TO THE EAST, WHICH IS SOME OF THE. AS YOU SEE THERE ON THE THE SITE PLAN, THEY, THEY DO HAVE MUCH OF THE DEVELOPMENT, THE PARKING AREA CONTAINED WITHIN THE BUILDINGS. AND SO THEY WILL BE REQUIRED TO DEVELOP THE SITE IN ACCORDANCE WITH THE SITE PLAN. LIKE I MENTIONED, THE ALL THE PARKING AND LANDSCAPING WILL BE PROVIDED. PART OF THE. THE. THE CODE REQUIREMENTS. THIS REQUEST IS CONSISTENT WITH THE. THE. TYLER TOMORROW FUTURE LAND USE MAP IDENTIFIES THE PROPERTY AS COMMUNITY ACTIVITY CENTER. LET ME GO BACK A SECOND. SO THIS THIS PROPERTY WAS REZONED BACK IN 2021 FROM C2 TO R1 B, WHICH IS GENERAL COMMERCIAL, WHICH YOU HAVE ON THE WEST SIDE TO SINGLE FAMILY. AND THEN IN 2022 IS ZONED AGAIN TO THE PLANNED UNIT RESIDENTIAL. SO IN THE PAST, YOU KNOW, SIX YEARS PRIOR, IT WAS ZONED FOR HIGHER INTENSITY COMMERCIAL USE. OF THE NOTICES THAT WERE SENT OUT TO WERE RETURNED IN OPPOSITION TO THE REQUEST FOR A PROTEST CALCULATION OF 3.33%. SOME OF THE CONCERNS WERE RELATED TO THE THE LOSS OF TREES WITHIN THE WITH ON THE ON THE SITE ALSO CONCERNS ABOUT WHITE LIGHTING AS THE PROPERTY GETS DEVELOPED, HOW THE SITE WILL CONTROL LIGHTING FROM THE PARKING LOT AND THINGS LIKE THAT. THE APPLICANT WILL BE REQUIRED TO COMPLY WITH ALL THE LIGHTING STANDARDS WITHIN THE[00:15:06]

THE SITE PLAN DOES SHOW A LARGER 35 FOOT STRIP ALONG THE FRONT OF THE PROPERTY ON THE SOUTH SIDE THAT.
HOPEFULLY THEY CAN MAINTAIN THE TREES THERE. THEY DO. THEY ARE INCENTIVIZED BY THE CODE TO TO SAVE TREES AND SO FOR EVERY TREE THEY SAVE, THEY GET CREDIT FOR FROM PLANTING NEW ONES. GOOD MORNING, CAMERON WILLIAMS DIRECTOR OF ENGINEERING SERVICES. SO THIS MORNING WE HAVE A CONTRACT REVISION FOR THE CONSTRUCTION MANAGER AT RISK CONTRACT WITH FOR CONSTRUCTION FOR THE DOWNTOWN COMMUNITY SPACE. SO TO GIVE YOU AN OVERVIEW OF WHAT WE'RE TALKING ABOUT THIS MORNING AS A REMINDER. SO THIS IS THE COMMUNITY SPACE IN DOWNTOWN THAT'S BOUNDED BY NORTH COLLEGE, NORTH BROADWAY, FERGUSON AND ERWIN. SO IT'S THE CENTER PART OF THE SQUARE. AND IT INCLUDES THE THE BUILDING STRUCTURE THAT WILL HAVE RESTROOMS, STORAGE, AND INCLINED SEATING WITH THE, THE TURF SLOPE SITE WORK AND INCLUDES SOME OF THE PARKING THAT'S ON COLLEGE AND ON FERGUSON. IF YOU GO OUT THERE TODAY, YOU CAN SEE ON COLLEGE WHERE THEY'VE DONE THE HEAD END PARKING TOWARDS THE PLAZA AND PEOPLE'S BUILDING. THE HEAD END PARKING THAT GOES INTO THE PARK IS PART OF THIS PROJECT AND THIS SCOPE OF WORK. THE GREENSCAPE P. SO ALL OF YOUR LANDSCAPING, ELECTRICAL, AND THEN ALSO SITE FURNISHINGS FOR THE ENTIRE DOWNTOWN PROJECT, NOT JUST THAT COMMUNITY SPACE, BUT THINK BENCHES, TRASH CANS, THOSE TYPE OF SITE FURNISHINGS ARE INCLUDED IN THIS CONTRACT REVISION FOR THIS PIECE OF THE PROJECT. FROM A TIMELINE STANDPOINT, BACK IN NOVEMBER, WE DID APPROVE A CONSTRUCTION CONTRACT WITH HAU FOR THIS CONSTRUCTION MANAGER AT RISK, AND WE DID APPROVE JUST UNDER $350,000. AND SO THEY'VE BEEN WORKING WITH THE DESIGN TEAM THROUGHOUT THIS PROCESS TO FINALIZE THE PLANS, GET BIDDING, GET PRICING TO BE ABLE TO CONTROL THAT AND HAVE A VERY GOOD NUMBER ON THE COST THAT IS EXPECTED TO GET THIS PROJECT DONE. SO THEY CAME BACK TO US WITH THAT FINAL GUARANTEED MAXIMUM PRICE. AND THAT'S WHAT WE'RE APPROVING TODAY. AND THEN THEY'RE LOOKING TO START CONSTRUCTION IN JUNE AND BE FINISHED BY DECEMBER ON THAT COMMUNITY GREEN SPACE AND CENTER FOR THE SQUARE. THIS TABLE GIVES YOU A BREAKDOWN OF THOSE COSTS THAT ARE ASSOCIATED WITH THIS PROJECT. WHEN YOU SEE THE BUILDING ON THE SITE WORK, GENERAL FEES, AND THEN THERE'S SOME CONTINGENCIES BUILT IN THERE FOR ANY UNKNOWNS OR THINGS THAT COULD POP UP THAT AREN'T ALREADY ACCOUNTED FOR. ALSO TO NOTE THAT THAT 300 AND ROUGHLY 59 $50,000 THAT WAS APPROVED IN NOVEMBER IS INCLUDED IN THIS AMENDMENT. SO THIS ISN'T AN ADDITION TO THAT THAT'S INCLUDED IN THIS PRICE THAT WE HAVE TWO THINGS TO NOTE.[00:20:05]
BEFORE I KIND OF READ THIS RECOMMENDATION, WE DID POST ON THE AGENDA ONLINE OF $5 MILLION.SO WITH OUR NEW SYSTEM, WE HAD DIFFERENT PLACES TO ENTER THINGS. WE DIDN'T GET IT UPDATED EVERYWHERE. AND THEN ALSO NOTE ON OUR COUNCIL COMMUNICATION, I HAD TRANSPOSED TWO NUMBERS ON THAT 4.9. SO THE THE NUMBER THAT WE HAVE IS THE NUMBER THAT'S BEEN PUT BEFORE US. AND THAT IS RECOMMENDED FOR APPROVAL TODAY. SO IT IS REQUESTED THAT THE CITY COUNCIL AUTHORIZE THE CITY MANAGER TO ACCEPT A REVISED CONSTRUCTION MANAGER AT RISK CONTRACT WITH FOR CONSTRUCTION TO INCLUDE THE GUARANTEED MAXIMUM PRICE OF $4,976,709 FOR THE DOWNTOWN TYLER COMMUNITY SPACE IMPROVEMENT PROJECT. AND LAST POINT TO MAKE IS IT WAS APPROVED AT HALF CENT YESTERDAY FROM THE FUNDING PERSPECTIVE. SO ANY QUESTIONS? ALL RIGHT.

I AM HERE TO BRING A COUPLE ITEMS BEFORE YOU FOR STEWART PARK, WHICH WE'RE WE ARE REALLY EXCITED TO FINALLY MOVE THIS PROJECT FORWARD. AS YOU KNOW, STEWART PARK IS LOCATED OFF OF FRANKSTON HIGHWAY AND IT WAS A SPECIAL ADDITION TO OUR SYSTEM AS IT WAS GENEROUSLY DONATED BY THE STEWART FAMILY. THIS PARK REPRESENTS MORE THAN JUST LAND.IT'S AN INVESTMENT IN TYLER IN OUR COMMUNITY AND OUR FUTURE GENERATIONS. ONE OF THE MOST EXCITING THINGS IS THAT THIS IS THE FIRST PARK THAT WE HAVE ADDED TO OUR PARK SYSTEM SINCE 2001. THAT'S A REALLY BIG MILESTONE FOR US, AND I THINK THAT'S SOMETHING THAT WE SHOULD ALL BE VERY PROUD OF. WE'RE ALREADY SEEING MOMENTUM AT THE SITE WITH THE USE OF LEGACY TRAIL. IT'S JUST CAUSING MORE VISIBILITY AND USAGE, AND SO THAT'S REALLY EXCITING AS WELL.
THIS ITEM IS ABOUT THIS ITEM IS CONTINUING THAT PROCESS. THIS PHASE INCLUDES ALL THE FOUNDATIONAL WORK, SITE PREP AND DIRT WORK, AS WELL AS AMENITIES THAT FAMILIES WILL IMMEDIATELY BE ABLE TO ENJOY, SUCH AS. WE DON'T OFTEN TALK ABOUT TRANSIT, BUT MARCH WAS A STRONG MONTH FOR TYLER. TRANSIT RIDERSHIP HIT NEW HIGHS ACROSS BOTH SERVICES. WAIT TIMES RECOVERED AFTER FEBRUARY'S SPIKE AND RIDER BEHAVIOR METRICS IMPROVED SIGNIFICANTLY. ON THE MICRO TRANSIT SIDE, THE SYSTEM HANDLED MORE VOLUME WITH BETTER PERFORMANCE, AND THE APP BASED BOOKING CONTINUED TO HOLD ABOVE 50% MARK FOR MICRO RIDERS, AND SO MICRO TRANSIT COMPLETED 13,940 TRIPS IN MARCH, UP 6.6% FROM FEBRUARY'S NUMBERS, AND IT WAS THE HIGHEST MONTH WE'VE HAD SO FAR THIS YEAR. SO THAT IS SOMETHING WHERE DEMAND KEEPS CLIMBING, AND WE'RE AS FAR AS IMPRESSED WITH HOW TRANSIT CONTINUES TO IMPROVE. THEY LAUNCHED THE FIRST 48 HOUR FILM CHALLENGE, BRINGING TOGETHER 66 PARTICIPANTS ACROSS 13 TEAMS. AND SO THE EXCITEMENT WAS CONTAGIOUS. OUR OWN CRAIG O'DANIEL WAS INTERVIEWED BY KETC DURING THE KICKOFF, WHICH INSPIRED THAT STATION'S PHOTOGRAPHER TO SIGN UP AND PARTICIPATE AS WELL. ALL FILMS WERE WRITTEN, FILMED, EDITED AND SUBMITTED WITHIN THE WEEKEND, AND JUDGING WAS COMPLETED ON SUNDAY. EACH FILM WILL BE SCREENED AT LIBERTY HALL. AND SO WE WERE THE VOLUNTEERS WORKED THROUGHOUT THE PARK AND SEVERAL OTHER AREAS, CITIES IN THE CITY. AND AS FAR AS THERE WAS ALSO WE HAD A FESTIVE ATMOSPHERE WITH THE DJ LUNCH GENEROUSLY PROVIDED BY CHICK FIL A, AND WE CREATED A REWARDING AND CELEBRATORY EXPERIENCE FOR ALL WHO PARTICIPATE. SO WE'RE VERY HAPPY AND PLEASED WITH. JUST LIKE I SAID, JUST THE COUNCIL, THE AND ESPECIALLY THE STAFF AND ESPECIALLY OUR VOLUNTEERS IN THE COMMUNITY. THEY WERE SO EXCITED THAT DAY.
