I'M THE MANAGER FOR THE HOUSING CHOICE VOUCHER PROGRAM, WHICH IS A FEDERALLY FUNDED PROGRAM DESIGNED TO ASSIST VERY LOW INCOME FAMILIES, THE ELDERLY AND DISABLED MEMBERS OF THE COMMUNITY TO AFFORD SAFE AND HABITABLE HOUSING IN THE PRIVATE MARKET. THIS SLIDE JUST SHOWS A SNAPSHOT OF OUR FUNDING [00:20:05] THAT WE HAVE RECEIVED SINCE 2022. AS YOU CAN SEE, EACH YEAR OUR FUNDING HAS INCREASED. HOWEVER, OUR FUNDING FOR FISCAL YEAR 2026 HAS DECREASED BY ABOUT $200,000. HOWEVER, WE HAVE OVER $400,000 IN HUD HELD RESERVES. IN THE EVENT THAT WE NEED ADDITIONAL FUNDS. OUR HOUSING AGENCY HAS ACTUALLY ALLOCATED 1022 VOUCHERS, OF WHICH 39 OF THOSE ARE DEDICATED TO OUR VAST FAMILIES, AND THOSE ARE OUR VETERAN FAMILIES. SO FOR FISCAL YEAR, WHICH IS FROM JANUARY 2025 THROUGH DECEMBER 2025, WE HAD AN AVERAGE OF 960 FAMILIES THAT WE WERE ABLE TO CONTINUE TO HOUSE AND LEASE EVERY MONTH. THAT AVERAGE OF THAT AVERAGE, 29 WERE VETERAN FAMILIES AND 931 WERE NON VASH FAMILIES. WE WERE ABLE TO PAY AN AVERAGE OF $932,000 PER MONTH TO OUR PARTICIPATING OWNERS ON BEHALF OF OUR FAMILIES, AND THAT TOTAL OVER $11 MILLION FOR THE FISCAL YEAR 2025. SINCE 2024, WE HAVEN'T ABLE TO OPEN OUR WAITING LIST, WHICH ALLOWS OTHER INDIVIDUALS TO APPLY FOR HOUSING ASSISTANCE. WE'VE BEEN ABLE TO DO THAT AT LEAST THREE DIFFERENT TIMES, THREE DIFFERENT OCCASIONS, WITH THE MOST RECENT BEING JUNE OF 2025. WE RECEIVED OVER 6000 HOUSING APPLICATIONS. THE AGENCY SELECTED 2000 FAMILIES TO PLACE ON THIS WAITING LIST, AND FROM JUNE OF 2025 TO APRIL OF 2026, WE WERE ABLE TO CALL 350 FAMILIES FROM THAT LIST. AND SO WE HAVE 1650 FAMILIES LEFT ON THAT WAITING LIST. FOR OUR PROGRAM YEAR, WHICH IS ACTUALLY FROM OCTOBER OF 2024 TO SEPTEMBER 2025. WE AVERAGED 976 PARTICIPANTS EACH MONTH THAT WE WERE ABLE TO HOUSE AND ASSIST HOUSING ASSISTANCE. OTHER 1976 948 WERE NON FAMILIES AND 28 WERE VASH. OUR HOMEOWNERSHIP PROGRAM IS A PROGRAM THAT ALLOWS OUR PARTICIPANTS TO RECEIVE ASSISTANCE WITH MORTGAGE. SO WE HAD AN AVERAGE OF AVERAGE OF 12 FAMILIES WHO WERE IN OUR HOMEOWNERSHIP PROGRAM. AND WE PAID OVER $99,000 IN MORTGAGE ASSISTANCE PAYMENTS DIRECTLY TO THESE FAMILIES. WE ALSO HAD ADDITIONAL THREE FAMILIES THAT WERE ABLE TO PURCHASE HOMES, AND THEY RECEIVED A TOTAL OF OVER $44,000 IN DOWN PAYMENT AND CLOSING COST ASSISTANCE, WHICH IS THROUGH OUR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. AS A VOUCHER PARTICIPANT. THEY ARE ALSO ABLE TO TRANSFER THEIR VOUCHER FROM DIFFERENT JURISDICTIONS. SO WE HAD 37 PARTICIPANTS IN TYLER THAT DECIDED TO SUPPORT THEIR VOUCHER AND MOVE THEIR VOUCHER TO ANOTHER AREA, AND IN RETURN, WE RECEIVED 23 PARTICIPANTS FROM OTHER AGENCIES THAT NOW ARE IN SMITH COUNTY. IN 2025, WE DID HAVE A 234 ACTIVE OWNERS, AND THOSE ACTIVE OWNERS RECEIVED OVER $11 MILLION IN HOUSING ASSISTANCE PAYMENTS. THE AGENCY PERFORMED 1133 INSPECTIONS. THIS WAS REQUIRED BEFORE THE AGENCY CAN UTILIZE FEDERAL FUNDS TO SUBSIDIZE THE FAMILY. THE AGENCY PERFORMED 790 ANNUAL OR BIENNIAL INSPECTIONS THAT'S REQUIRED BASED ON THE ANNUAL RECERTIFICATION PROCESS, IN ORDER TO OFFER ASSISTANCE TO CONTINUE, AND THE AGENCY PERFORMED 343 INITIAL INSPECTIONS. AND THAT'S WHEN A FAMILY MOVES INTO A BRAND NEW UNIT, OR THEY'RE MOVING FROM UNIT TO UNIT. THE AGENCY DID HAVE 167 TERMINATIONS. THERE ARE A LOT OF DIFFERENT REASONS A FAMILY WOULD LOSE THEIR ASSISTANCE. I JUST LISTED THE ONES THAT ARE MOST PREVALENT FAILURE TO SUBMIT ANNUAL RECERTIFICATION, WHICH IS REQUIRED BY HUD REPORTING INCOME WITHIN TEN DAYS. IT'S AN INCOME BASED PROGRAM, SO IT'S NECESSARY FOR THE AGENCY TO KNOW WHAT THE INCOME IS. IF THEY'RE IN A REPAYMENT AGREEMENT AND THEY'RE NOT UPHOLDING THEIR AGREEMENT, THEN WE'LL HAVE TO END ASSISTANCE. OR IF THERE'S EXPIRATION OF VOUCHERS, THEY UTILIZE THEIR THEIR TIME ALLOTTED TO SEARCH, IF THEY VOLUNTEER, WITHDRAWN, IF THEY HAVE REPEATED LEASE VIOLATIONS. BUT THESE ARE JUST THE MAJOR REASONS FOR REIMBURSEMENTS. $417,000 IS WHAT WE HAVE OWED TO US, BASED ON PARTICIPANTS NOT REPORTING THEIR INCOME. AND THAT'S NOT PARTICULARLY FOR THE YEAR. THAT'S A CUMULATIVE TOTAL. HOWEVER, FOR 2025, WE DID RECEIVE 957 PAYMENTS THAT TOTALED ABOUT $110,000 RECOVERED IN FRAUD RECOVERY. WE DID HAVE 42 RELATED HOUSING RELATED APPEALS. THESE ARE SITUATIONS WHERE WHEN AN AGENCY MAKES A DECISION ON THE CASE, A PARTICIPANT HAS A RIGHT TO APPEAL WITHIN A CERTAIN AMOUNT OF TIME. OF THOSE 42 APPEALS, WE OVERTURNED 17, WE UPHELD 22, AND THREE WERE DENIED OR VOIDED. RETRACTED. WHEN THERE'S SUFFICIENT EVIDENCE OR OR CIRCUMSTANCES WHERE WE'RE ABLE TO OVERTURN A DECISION, THEN WE'LL DO THAT. BUT THOSE THREE THAT WERE DENIED, AVOIDED, RETRACTED. IT WAS EITHER BECAUSE THE PARTICIPANT WAS OUTSIDE OF THE TEN DAY PERIOD, OR THEY DECIDED TO RETRACT THEIR APPEAL, OR THEY COULD HAVE RESOLVED THE ISSUE BEFORE THE APPEAL HEARING. WE ALSO [00:25:03] HAVE OUR FAMILY SELF-SUFFICIENCY PROGRAM, WHICH ENABLES OUR FAMILIES TO INCREASE THEIR EARNED INCOME AND REDUCE THEIR DEPENDENCY ON WELFARE ASSISTANCE AND RENTAL SUBSIDIES. IN 2025, WE HAD 25 ACTIVE PARTICIPANTS, OF WHICH 21 WERE EMPLOYED. TWO WERE ENROLLED IN EDUCATIONAL PROGRAMS, ONE ENROLLED IN OTHER PROGRAM RELATED ACTIVITIES, AND WE HAD ONE FAMILY THAT DECIDED TO REPORT THEIR ASSISTANCE TO ANOTHER AGENCY. WE DID ACCRUE $63,000 IN ESCROW FUNDS, AND THESE FUNDS ARE WHEN THERE IS AN INCREASE IN INCOME, OF COURSE, THEIR PORTION WILL INCREASE. AND SO THE DIFFERENCE IN THEIR PORTION AT ENROLLMENT VERSUS WHEN THEY HAVE THEIR EARNED INCOME, WE SET ASIDE AND PUT IN AN ESCROW ACCOUNT. AND WHEN THE PARTICIPANT SUCCESSFULLY GRADUATES THE PROGRAM, THEN WE'RE ABLE TO RELEASE THOSE FUNDS TO THE FAMILIES. AND SO IN 2025, WE WERE ABLE TO RELEASE 1800 $0 TO OUR GRADUATES, WHICH WERE FOUR INDIVIDUALS IN 2025. MOVING ON TO 2026, 2027, ANYTIME THERE'S A CHANGE IN HUD REGULATION OF POLICY OR AGENCY PROCEDURE, HUD REQUIRES US TO PUT THAT IN ITS ADMINISTRATIVE PLAN.
